Sealed bids will be received by the City of Montgomery Department of Economic Development at the office of Lois Cortell, Senior Development Manager located on the 4th floor of 25 Washington Avenue, Montgomery, AL 36104 until Thursday, June 18, 2026 at 2:00pm, at which time they will be opened and publicly read aloud.
The Riverfront Stage at the Silos Project will add a new outdoor venue within a part of Downtown Montgomery's iconic Riverfront Park. The Riverfront Stage will be near the current Red Bluff Bar at the Silos to support music performances and other community activities and events. The scope of work involves a 400sf wood-framed stage platform with ramp and stairs and composite decking surfaces, a 600sf structural steel canopy with TPO roofing and wood soffit, and LED stage lighting; minimal site work will be required. The entire project shall be completed in 120 calendar days. The bracket of cost is between $100,000 and $250,000.
The bracket range is shown to provide general financial information and should not be used in preparing a bid.
The issuing office for the bidding documents is Chambless King Architects. Electronic copies of the bid documents may be obtained by contacting Nick Henninger at nhenninger@chamblessking.com. Paper copies of bid documents are the responsibility of the general contractors, subcontractors, and dealers. Partial sets of bidding documents will not be available from the issuing office. Neither the owner nor Architect will be responsible for full or partial sets of bidding documents, including Addenda if any, obtained from sources other than the issuing office. No bid documents will be distributed later than 24 hours prior to the scheduled opening of bids.
The project is required to comply with all applicable federal requirements including the American Rescue Plan Act (ARPA) and 2 CFR Part 200 Uniform Guidance and the Davis-Bacon Act prevailing wage requirements. All bidders are required to submit an EVerify Affidavit stating they are enrolled in the EVerify Program and include the bidder's entire associated Memorandum of Understanding to be attached on the outside of their sealed bid proposals.
Registration in SAM (System for Award Management) www.sam.gov is required to participate in federally funded projects. Bidders shall list SAM certification number on the outside of their sealed bid proposals.
The successful bidder is required to carry Workmen's Compensation Insurance and Public Liability Insurance, and if a subcontractor is employed, Contractor's Contingent Liability Insurance. Bidders are required to file with the bid a certified check or bid bond through a surety company authorized to do business in the State of Alabama; either form is made payable to the City of Montgomery for an amount not less than 5% of the contractor's bid.
Bidders are hereby notified that all provisions of Section 80, Act No. 571 Regular Session of June 19, 1959, approved November 19, 1959, entitled "An Act to Regulate the Licensing of General Contractors" shall be strictly observed. Also, it is necessary for persons submitting bids for work involving $100,000.00 or more to show satisfactory evidence of license as a general contractor.
A mandatory PreBid Meeting will be held on Thursday, June 4th, 2026 at 2:00pm at the project site. Only bidders that attend and sign the attendance sheet at the PreBid Meeting will be eligible to submit a bid.
The City reserves the right to accept or reject any and all bids and waive technicalities. The contract shall not be binding upon either party or considered closed until approved by the Mayor of the City of Montgomery.
