NOTICE IS HEREBY GIVEN THAT THE Zoning Hearing Board of Stroud Township will conduct a Public Hearing at the Stroud Township Municipal Building, 1211 North Fifth Street, Stroudsburg, Pennsylvania, on Wednesday, June 3, 2026 at 6:30 pm to consider the following:
ZHB #24-04 Applicant Mitch Brown/Early Learning Academy of East Stroudsburg, PO Box 239, Portland, PA 18351. Applicant seeks a special exception hearing and use approval to convert an existing retail structure to an educational childcare center, described in the Zoning Ordinance as child daycare (SIC 835) 27+ children. The property is located at 1125 N. 9th Street, Stroud Township, Tax Map No. 17.12.670-1-2C. The property is located in the C-2 zoning district. The property owner is Tobey Development Partners LLC, 15 Center Drive, Roslyn, NY 11576.
ZHB #26-05 Applicant Stanley K. Garb of 741 Oak Park Place, Brandon, FL 33511. Applicant appeals the Zoning Officer’s denial of a Certificate of Non-conforming Use pursuant to §27-1107 and §1109. Applicant’s Statement in Support of Appeal alleges Short-Term Rental (“STR”) use that predated Township Ordinance 3-2000204-2020, effective September 20, 2020. Applicant also seeks a use variance based on theories of vested rights/variance by estoppel.
Applicant further alleges procedural defects in the Zoning Officer’s denial of the application for a certificate of non-conforming use pursuant to Chapter 27-1107 and alleged failure to provide public notice of the application for certificate of non-conforming use pursuant to Chapter 27-202. The property in question is 2364 Larkspur Drive, Stroud Township, Township Tax Code No. 17.16A.1.22 in the S-1 zoning district.
ZHB #26-06 Applicant Stanley K. Garb of 741 Oak Park Place, Brandon, FL 33511. Applicant Appeals the Zoning Officer’s Denial of a Zoning Permit for a Short-Term Rental (“STR”) use for six (6) overnight guests at 2463 Larkspur Drive, Stroud Township. Applicant seeks relief pursuant to Zoning Ordinance §27-1103 and §1109. Applicant also seeks a use variance base on theories of vested rights/variance by Estoppel. The property in question is 2364 Larkspur Drive, Stroud Township, Township Tax Code No. 17.16A.1.22 in the S-1 zoning district.
