Applicant seeks a special exception hearing and use approval to convert an existing retail structure to an educational childcare center, described in the Zoning Ordinance as child daycare (SIC 835) 27+ children. Applicant Appeals the Zoning Officer’s Denial of a Zoning Permit for a Short-Term Rental (“STR”) use for six (6) overnight guests at 2463 Larkspur Drive, Stroud Township. Applicant seeks relief pursuant to Zoning Ordinance §27-1103 and §1109. Applicant also seeks a use variance base on theories of vested rights/variance by Estoppel.
