ORDINANCE [To Extend the Temporary Moratorium on Mini-Warehouses and Self-Storage Facilities.] WHEREAS, in Ordinance Book 2025, Page 019, on June 17, 2025, the City Council of the City of Prattville declared a temporary moratorium on Mini-Warehouses and Self-Storage facilities until a review of the existing zoning ordinance could be completed; and WHEREAS, due to unforeseen circumstances, a comprehensive review of the zoning ordinance has not been completed at this time; and WHEREAS, the City is in the process of hiring a Planning and Development Director to further review the zoning ordinance and address the issue of Mini-Warehouses and Self-Storage Facilities; and WHEREAS, the City Council desires to extend the temporary moratorium on the issuance of permits and approvals for Mini-Warehouses and Self-Storage Facilities until the zoning ordinance can be reviewed and adjusted. NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Prattville that in order to protect the public health, safety, and welfare of its residents, it is in the best interest of the City to extend the temporary moratorium on the issuance of permits or other approvals for any Mini-Warehouses and Self-Storage Facilities, in order for the City to complete its review of the zoning ordinance as to these establishments. BE IT FURTHER ORDAINED that the extension of the temporary moratorium shall be effective upon passage and publication, and shall continue through May 18, 2027, unless terminated or extended by action of the City Council. THE provisions of this Ordinance are severable. If any portion of this Ordinance is declared invalid or unconstitutional, such declaration shall not affect the parts which remain.
