On or about June 10, 2026, the City of Appleton will authorize the Greater Fox Cities Area Habitat for Humanity to submit a request to the Department of Housing and Urban Development (HUD) for the release of Self-Help Homeownership Opportunity Program (SHOP) funds under Section 11 of the
Housing Opportunity Program Extension Act of 1996, as amended, and Community Project Funds (CPF) under Title II of Division F of the Consolidated Appropriations Act of 2024, to undertake a project known as 805 W. Grant Street New Construction Project for the purpose of acquisition and reconstruction of a new single family home, to be sold to a low-and moderate-income buyer at 805 W. Grant St., Appleton, WI 54914, for a project total of $235,000, with $60,000 in SHOP funds and $100,000 in CPF.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at 100 N. Appleton St., Appleton, WI, 54911 and may be examined or copied weekdays 8:00 A.M to 4:30 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of Appleton Department of Community Development, Community Development Specialist at olivia.galyon@appletonwi.gov, or in-person at 100 N. Appleton St., Appleton, WI 54911. All comments received by June 9, 2026 will be considered by the City of Appleton prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The City of Appleton certifies to HUD that Kara Homan in her capacity as Community Development Director consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Greater Fox Cities Area Habitat for Humanity to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Appleton's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Appleton; (b) the City of Appleton has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD administration office at 310 W.
