Scope of Work
The City of Phoenix is seeking a qualified consultant team with wastewater treatment plant experience to provide engineering support services (including civil, mechanical, process, electrical, instrumentation, and controls) for the Wastewater Facilities Job Order Contract Program at the 91st Avenue Wastewater Treatment Plant. Services may include evaluation, design, and construction administration and inspection. The contract will be for a term of five years. The estimated total construction cost for this project is $80 million.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 10:00 am on Monday, June 8, 2026, at 200 W. Washington Street, Phoenix, AZ 85003 (City Hall), 9th Floor - Training Room and via Microsoft Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal.

On Thursday, May 28, 2026 the Request for Qualifications (RFQ) may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix
Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download it from the City's Procurement Portal.
Firms must be registered in Procurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.

Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
