ADVERTISEMENT FOR BIDS EVANSVILLE VANDERBURGH PUBLIC LIBRARY “(EVPL) RED BANK NEW CONSTRUCTION” PROJECT NO.: 25036.
Sealed Lump Bids will be received at EVPL Central, 200 SE Martin Luther King Jr. Blvd., Evansville, Indiana, 47713 until 2:00 p.m., local time (Central Daylight Time), Thursday, July 2, 2026. Bids will be thereafter publicly opened and read aloud on July 2, 2026, at 2:00 p.m. in the EVPL Browning Event Room A, 200 SE Martin Luther King Jr. Blvd. EVPL will consider bids prepared in compliance with the Instructions to Bidders issued in the Bid Documents. Bids shall be delivered in a sealed envelope, bearing the name and address of Bidder, and clearly marked: “EVPL Red Bank – New Construction,” Project No. 25036. Bids will be received for General Contract work (all trades). The project consists of the demolition of the existing library building, site preparation, and construction of the new library building with full site and landscape upgrades. Work is indicated in the Contract Documents. Architect of record is MKM architecture + design, 435 Brackenridge St., Fort Wayne, IN 46802; 260-422-0783. Bids shall be submitted on the standard Bid Form (Indiana Form No. 96 Revised 2013), signed, sealed, with the Non Collusion Affidavit properly signed and notarized, and with the Corporate Seal affixed. A bid security shall be submitted with each bid, in the amount of five (5) percent of the bid amount. Bid security shall be a certified check or bid bond and shall be the bidder’s guarantee that said bidder will, if the contract is awarded to said bidder, execute within then (10) days of acceptance of their bid, a Contract for the work bid upon. All bid bonds shall be made payable to EVPL and be executed by a surety company authorized to do business in the State of Indiana. No bids may be withdrawn for a period of sixty (60) days after opening of bids. EVPL reserves the right to reject any and all bids and to waive informalities and irregularities. An out-of-state contractor will have Indiana Gross Income Tax withheld by the EVPL, unless they can show proof that they are registered with the Indiana Secretary of State to conduct business in the state of Indiana. Prospective prime bidders are requested to attend a pre-bid conference in person and a site walkthrough meeting at 11:00 a.m. (CDT) on Thursday, June 11, 2026, at EVPL Red Bank, 120 S. Red Bank Rd., Evansville, Indiana 47712 with representatives of the EVPL and design team present to discuss construction sequence, bidding requirements and information; contractor’s work and storage areas; and requirements for contractor’s personnel. Bidders may obtain Printed Bidding Document access after June 4, 2026, by contacting MACO – Evansville Blue, 600 Court Street, Evansville, Indiana 47708 at 812-464-8108, only complete sets of documents will be issued. Electronic Bidding Document access will be provided to all registered Bidders and sub-bidders and suppliers. All Bidders are required to pay all printing, shipping, handling, and online fees. Perspective Bidders will be able to view contract documents after June 4, 2026, at EVPL Central, 200 SE Martin Luther King Jr. Blvd., Evansville, IN 47713. By submitting a Bid, Bidder represents that Bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the work within the contract time indicated on submitted Bid Form. Work is subject to liquidated damages.
It is the policy of the Library to be in full compliance with all federal and state non-discrimination and equal opportunity laws, orders and regulations relating to race, sex, religion, disability, age, national origin, or status as disabled veterans. All persons or entities submitting bids must also be in full compliance with these laws, orders, and regulations. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. The successful bidders will be required to furnish Performance and Payment Bonds for one hundred percent (100%) of their contract amount prior to execution of contracts. Bonds shall be in full force and effect for a period of at least twelve (12) months after the date of final completion and acceptance of the longest guarantee provided under the contractor’s contract.
