REQUEST FOR PROPOSALS
Weatherization Assistance Program (WAP) Grant and WAP IIJA Grant
The South Middlesex Opportunity Council, Inc. (SMOC) is in the process of soliciting contractors for the Weatherization Assistance Program for Low-Income Persons (WAP). SMOC is a subgrantee for the Executive Office of Housing and Livable Communities (EOHLC), which utilizes federal funding to perform weatherization work in residential dwellings. Weatherization services vary depending on the specific needs of each dwelling unit. Typical weatherization work includes: air sealing, attic and/or sidewall insulation, weather-stripping, and minor repairs associated with the weatherization work.
SMOC currently manages state and federal grants in the South Middlesex County, portions of Worcester County and Norfolk County, and the Blackstone Valley area.
The WAP is operational throughout the year in Massachusetts. The purpose of the WAP is to increase the energy efficiency of dwellings owned or occupied by low-income persons.
Prospective contractors must provide documentation that the company has a Construction Supervisor’s License or appropriate Specialty License (i.e. Insulation, Window Replacement Specialty, etc.). Each contractor must also be currently registered as a Home Improvement Contractor with the Commonwealth of Massachusetts. The WAP requires every weatherization company to have a "Lead Safe Renovation Contractor License". Prospective contractors must also have the ability to perform a blower door test.
All contractors interested in working in the WAP program must sign a contract for services with SMOC.

Work is assigned on a client by client basis. Following an energy audit conducted by an EOHLC certified Energy Auditor, a work order is created based on the energy audit. The work order includes the specific instructions for the weatherization contractor to follow. The job is then assigned to a contractor who is issued the work order.
SMOC will only award jobs to responsible contractors possessing the ability to perform successfully under the terms and conditions set forth by the EOHLC. Consideration will be given, without limitation, to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources.
Failure to execute the subcontract will result in disqualification. Any and all responses to the Request for Proposals may be rejected when it is in the interests of SMOC to do so. Proposals are subject to negotiation between SMOC and prospective contractors. The submission of a proposal constitutes acceptance of the terms and conditions of the Request for Proposals.
