NOTICE OF CONSOLIDATED PUBLIC HEARINGS BY THE INDIANAPOLIS-MARION COUNTY PUBLIC LIBRARY, INDIANA, CONCERNING 2026-2027 IRVINGTON BRANCH RENOVATION AND LONG-TERM CAPITAL MAINTENANCE PROJECTS The citizens of the Indianapolis-Marion County Public Library, Indiana (the "Public Library") are hereby notified that the Library Board of the Public Library (the "Board") is considering (a) renovation, remodeling and/or facility upgrades at one or more existing facilities operated by the Public Library, including, but not limited to, the existing Irvington Branch, including all or any portion of (i) interior and exterior renovations and updates to all or any portion of the facility, (ii) site improvements, and (iii) one or more projects related to any portion of the projects listed in clause (i) through and including (ii), (b) certain capital maintenance and/or facility and/or equipment upgrades at one or more existing facilities operated by the Public Library, including, but not limited to, all or any portion of the capital maintenance and/or facility and/or equipment upgrades set forth in the Long-Term Patron Assessment and Facility Study, dated March 2024 (the "2024 Long-Term Facility Study"), (c) construction and equipping of one or more facilities to be operated by the Public Library and will replace one or more existing facilities currently operated by the Public Library as set forth in the 2024 Long-Term Facility Study, (d) acquisition and/or installation of equipment and/or one or more vehicles to be used by the Public Library in its operations throughout the geographical boundaries of the Public Library, (e) all projects related to any of the projects set forth in clauses (a) through and including (d), and (f) the payment of all of the costs related to any of the foregoing projects, including, but not limited, to, the costs of issuance related to the 2026-2027 Irvington Branch Renovation and Multi-Facility Long-Term Capital Improvement and Equipping Project Bonds (as hereinafter defined) (clauses (a) through and including (f), collectively, the "2026-2027 Irvington Branch Renovation and Multi-Facility Long-Term Capital Improvement and Equipping Project"). All or a portion of the 2026-2027 Irvington Branch Renovation and Multi-Facility Long-Term Capital Improvement and Equipping Project will be financed by issuing one or more series of general obligation bonds of the Public Library in an original aggregate principal amount not to exceed $19,000,000 with a maximum term not to exceed six (6) years after the issuance of each series (collectively, the "2026-2027 Irvington Branch Renovation and Multi-Facility Long-Term Capital Improvement and Equipping Project Bonds"). Notice is hereby given by the undersigned that the Board will, on June 22, 2026, at 6:30 p.m. (local time) at the Fort Ben Branch of the Public Library, which is located at 9330 East 56th Street, Indianapolis, Indiana, 46216, and again on July 27, 2026, at 6:30 p.m. (local time), at the East Washington Branch of the Public Library, which is located at 2822 East Washington Street, Indianapolis, Indiana, 46201, conduct a consolidated public hearing (1) to explain the potential value of the 2026-2027 Irvington Branch Renovation and Multi-Facility Long-Term Capital Improvement and Equipping Project to the Public Library and the community, (2) regarding a preliminary determination with respect to the 2026-2027 Irvington Branch Renovation and Multi-Facility Long-Term Capital Improvement and Equipping Project to issue one or more series of the 2026-2027 Irvington Branch Renovation and Multi-Facility Long-Term Capital Improvement and Equipping Project Bonds to finance all or any portion of the costs of all or any portion of the 2026-2027 Irvington Branch Renovation and Multi-Facility Long-Term Capital Improvement and Equipping Project, at its current anticipated cost, and (3) appropriating the proceeds of the 2026-2027 Irvington Branch Renovation and Multi-Facility Long-Term Capital Improvement and Equipping Project Bonds and the interest earnings thereon. At each of the hearings the Board will also hear objections to and support for all or any portion of the 2026-2027 Irvington Branch Renovation and Multi-Facility Long-Term Capital Improvement and Equipping Project from the general public. All interested parties are entitled and encouraged to attend to present their testimony and ask any questions relative to all or any portion of the 2026-2027 Irvington Branch Renovation and Multi-Facility Long-Term Capital Improvement and Equipping Project. Subsequent to the public hearing held on July 27, 2026, the Board expects to consider adoption of (a) a resolution regarding the nature of the 2026-2027 Irvington Branch Renovation and Multi-Facility Long-Term Capital Improvement and Equipping Project and making a preliminary determination with respect to the 2026-2027 Irvington Branch Renovation and Multi-Facility Long-Term Capital Improvement and Equipping Project to issue one or more series of general obligation bonds and pursuant to the terms described in this notice, and (b) a resolution appropriating the principal amount of each series of the 2026-2027 Irvington Branch Renovation and Multi-Facility Long-Term Capital Improvement and Equipping Project Bonds and interest earnings thereon in the amount set forth in the public hearing.
