INVITATION TO BID
The Borough of Waynesboro will receive bids for the 2026 N. Potomac Street Community Development Block Grant (CDBG) Cold In-Place Asphalt Recycling (CIR) Project until 3:00 p.m. on Thursday, July 9th, 2026, at the Borough Manager's office in Borough Hall, 55 E. Main Street, P.O. Box 310, Waynesboro, PA 17268. Bids will be publicly opened and read aloud in the Borough Hall's second-floor conference room at 4:00 P.M. the same day. Bids will be considered for recommendation of award at the Borough Council meeting scheduled for 6:30 p.m., Wednesday, July 15th, 2026, in the second-floor Council Chambers of Borough Hall. Sealed bids shall be marked "BIDS FOR THE 2026 N. POTOMAC STREET CDBG PROJECT".

2026 N. POTOMAC STREET CDBG COLD IN-PLACE ASPHALT RECYCLING (CIR) PROJECT
Contract documents, including Technical Specifications, will be on file at the office of the Borough of Waynesboro, 55 E. Main Street, Waynesboro, PA 17268, 717- 762-2101.
Copies of the Contract Documents may be obtained at the Borough Manager's office of Borough Hall. A fifty-dollar ($50.00) fee for the Contract Documents will be charged. Addenda, if any, will be issued only to those persons whose name and address are on record with the Borough as having obtained the Contract Documents.
A Pre-Bid Meeting has been scheduled for Thursday, June 25th, 2026, at 10:00 a.m. in the second-floor conference room of Borough Hall. Interested Bidders are encouraged to attend.
A certified check or bank draft, payable to the order of the Borough of Waynesboro, or negotiable U.S. Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount of ten percent (10%) of the total of the bid shall be submitted with each bid.
This project is funded by the Community Development Block Grant (CDBG). Federal Prevailing Wages established under the Davis Bacon Act shall apply to this contract. The Contract Documents contain requirements addressing prevailing labor wage rates, labor standards, non-discrimination in hiring practices, goals for minority and female participation, MBE, DBE, and WBE participation, participation by Section 3 residents and businesses, and related matters.
The Borough of Waynesboro (owner) reserves the right to reject any or all bids or to waive any informality in the bidding process.
Bids may be held by the Owner for a period not-to-exceed thirty (30) days from the date of opening bids, for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract.
