NOTICE OF HEARING
HOWELL TOWNSHIP PLANNING BOARD
PLEASE TAKE NOTICE, that J & S Flex Center, Inc. has applied to the Planning Board of the Township of Howell for Preliminary and Final Major Site Plan Approval to construct three (3) buildings, 15,691 sq ft (2,000 sf office, 13,691 sq ft warehouse, 8 units per building, 1.961 sf per unit) for trade contractor business. The existing 1,163 sf dwelling will remain and converted to office space. The property is located at 1231 Route 33, also identified as Block 183, Lots 106 & 106.01. The property is in the HD-3 Zone and all the uses proposed are permitted uses.
The Applicant seeks the following variances and/or design waivers:
1. Variance from 188-Attachment 2.2 – Accessory Buildings are required to be in the side or rear yard, and the setbacks are twice the height. The setback required is 34-foot setbacks in the side and rear. The building is in the front yard and has a 26.3 feet from the side property line. (existing condition)
2. Section 188-63E – Buffer area separating a nonresidential use from a residential use or zoning district line shall provide a 50 feet wide, four-season buffer, whereas the buffer around the existing dwelling to remain does not comply. (existing condition)
3. Section 188-22 – The light intensity provided at ground level shall be a minimum of 0.3 footcandle anywhere and shall average a maximum of 0.5 footcandle over the entire area; whereas proposed lighting levels exceed this, with an average of 1.4 footcandles, but meets the minimum of 0.3 footcandle within the pavement area.
4. Section 188-106A – Driveways with widths exceeding 24 feet shall be approved by the Planning Board considering the width, curbing, traffic flow, radii of curves, and traffic lane divider; whereas the proposed driveway is 30 feet wide.
5. Section 188-106F(1) –A minimum two-inch-thick compacted wearing surface of bituminous concrete, or equivalent, shall be constructed thereon in accordance with those specifications. Whereas porous asphalt is proposed and does not meet these requirements.
6. Section 188-106F(1)(a) – On industrial and commercial applications, a thirty-foot-wide circulation aisle must be maintained for emergency purposes; whereas the drive aisle is 25 feet.
7. Section 188-106G – All areas between the parking area and the building shall be landscaped; whereas foundation landscaping has not been provided.
8. Section 188-106I – Loading spaces shall abut the building being served, and be located to directly serve the building for which the space is being provided; whereas two parallel loading zones are proposed across the drive aisle from the building.
9. Section 188-195 - All required replacement trees shall be planted on the site from which trees were removed if possible. The Applicant should provide full replacement calculations to be deposited to the Tree Fund.
The applicant also seeks such additional variances and/or waivers as required and/or identified by the Board.
This application is now on the calendar for the Howell Township Planning Board on Thursday, June 18, 2026 at 7:00 p.m., at the Howell Township Municipal Building, 4567 Route 9 North, 2nd Floor, Howell, New Jersey. When the case is called, you may appear either in person or by attorney to present any evidence which you may have regarding the application. The matter will be heard on the above date, or any adjourned date designated by the Planning Board at this public meeting without additional notice.
A copy of the application has been filed in the Office of the Howell Township Planning Board and may be inspected by the public during normal business hours at the Howell Township Municipal Building 4567 Route 9 North, Howell, New Jersey.
