NOTICE TO CONTRACTORS / INVITATION TO BID
Westchester Joint Water Works (WJWW) Emergency/Priority Services Contract 2026EPSC
Emergency/Priority Repair/Replacement/Installation of Water Mains, Water Service Connections, Fire Hydrants, Other Appurtenances and Facilities Located Throughout the WJWW Water Distribution System
1. RECEIPT OF BIDS
The Westchester Joint Water Works (WJWW) will receive sealed Bids (hard copy documents only) plainly marked, "Bid WJWW Emergency/Priority Services Contract 2026 EPSC” addressed to Westchester Joint Water Works, 1625 Mamaroneck Avenue, Mamaroneck, New York 10543 until 1:00 PM prevailing local time on Thursday, July 9, 2026 and immediately thereafter, bids will be opened publicly and read aloud in the main conference room at 1625 Mamaroneck Avenue, Mamaroneck, New York.
2. WORK
The emergency/priority work, as directed by WJWW, to be performed under this contract consists of furnishing all the necessary labor, equipment and material (to the extent requested by WJWW) for the emergency/priority repair/replacement/installation of certain water mains, water service connections, fire hydrants and other appurtenances and facilities within the Westchester Joint Water Works (WJWW) treatment and distribution system at various locations in the Village of Mamaroneck, Town of Mamaroneck, Town/Village of Harrison, New Rochelle, Rye, Rye Brook, Eastchester and Yonkers. Contractor must be able to respond within two (2) hours of notification by WJWW on a 24 hour / 7 day-a-week / 365 days-per-year basis (including holidays) and must be able to complete the work in a prompt fashion as directed by WJWW.
The term of this contract is for a period of one (1) year. The contract may be extended up to an additional two (2) years in one (1) year increments at WJWW’s discretion and with the Contractor’s agreement with all prices, terms and conditions remaining the same as the original contract. With regard to the emergency/priority work under the contract:
- The quantities of emergency/priority work during the contract term are unknown and the WJWW shall utilize the services of the contractor only when, at its sole election, it is in its best interests to do so;
- WJWW reserves the right to use its own work force for a particular emergency/priority work project as it deems it to be in its best interests to do so;
- WJWW reserves the right to increase, decrease or eliminate entirely emergency/priority work projects;
- WJWW will only be responsible for payment of emergency/priority work completed by the contractor prior to the date of any elimination of such emergency/priority work or termination of the contract;
- WJWW is not responsible for lost or anticipated profits of the contractor due to reduction or elimination of emergency/priority work or termination of the contract;

3. PLANS AND SPECIFICATIONS
Copies of Bid and Contract Documents may be obtained, on or after Wednesday, June 10, 2026, at the office of the Westchester Joint Water Works, 1625 Mamaroneck Avenue, Mamaroneck, New York 10543: telephone number (914) 698-3500 or by sending an e-mail to dbirdsall@wjww.com, for a nonrefundable fee of $25.00 per set (digital documents will be provided via e-mail or on a thumb-drive if picked-up).
4. PRE-BID/ REQUESTS FOR INFORMATION/SITE VISITS
Bidders shall contact the Westchester Joint Water Works with any questions related to the Bid and Contract Documents, or to schedule site visits.
5. BID, PERFORMANCE AND PAYMENT BONDS
Bid, performance and payment bonds will not be required as the value of the contract is unknown. In lieu of bond, 10% retainage will be held for a 120-day period following completion of each individual emergency/priority work project with a value of $25,000 or more.
6. AWARD OF CONTRACT
Bidders are required to submit:
– Bid Form
– Contractor’s Qualification Statements (Related to staff, resources, projects completed/in-progress, financial condition, etc.)
– Non-Collusion Affidavit
The WJWW reserves the right to reject any or all Bids and to waive any irregularities in Bidding. Bids
may only be withdrawn by providing written notice at least twenty-four (24) hours in advance of the
scheduled bid opening.
The award of the contract will be based on the lowest bid as calculated on the WJWW Bid Form taking into consideration specified assumptions involving labor, equipment, overhead and profit submitted by a bidder deemed to be qualified and responsible by the WJWW. WJWW reserves the right to award the Contract to that Bidder whose proposal, after proper and thorough analysis by the WJWW, will serve the best interests of the WJWW. If, following its analysis and evaluation, WJWW is not satisfied that a bidder is appropriately competent, experienced with comparable work, financially sound and otherwise fully qualified to carry out the provisions and obligations of this contract and to perform and accomplish the contemplated work, WJWW shall reject the submitted bid regardless of whether or not it is the lowest submitted bid.
The Successful Bidder shall be required to furnish necessary insurance certificates and other documents prior to Award of Contract.
WJWW reserves the right to reject any or all bids.
