NTC DISTRICT BOARD OF TRUSTEES REGULAR MEETING MINUTES The Northcentral Technical College District Board of Trustees met on May 5, 2026, at the Wausau Campus as well as via Zoom. Vice Chairperson Paul Proulx called the meeting to order at 1:00 pm. A. Board Members Present: Sherry Bunten, Tom Felch, Renae Krings, Nate Lehman, Paul Proulx, Heather Renzelmann (via Zoom, left at 2:15 pm), Rainer Shooter (via Zoom) B. Compliance with Open Meetings Law (Wis. Stat. 19.81-19.88) a. Nikki Kopp reported the meeting was being held in compliance with Open Meetings Law (Wis. Stat. 19.81-19.88) C. Public Comment a. There were no public comments. STUDENT REPRESENTATIVE UPDATE A. Student Representative Update – Caitlin Johnson a. Caitlin highlighted several student events that have occurred since her last presentation to the Board. THE FOLLOWING ITEMS WERE APPROVED A. Approval of Minutes from April 7, 2026, Board of Trustees Regular Meeting Renae Krings moved and Sherry Bunten seconded Northcentral Technical College District Board approval of the meeting minutes from the April 7, 2026 Board of Trustees Regular Meeting. Motion carried unanimously. B. Award the Sale – Chet Strebe Resolution awarding the sale of $11,500,000 general obligation promissory notes, series 2026A. Sherry Bunten moved and Nate Lehman seconded Northcentral Technical College District Board approval of the resolution awarding the sale of $11,500,000 general obligation promissory notes, series 2026A therewith to Loop Capital Markets, LLC at a True Interest rate of 2.9073%. Roll Call Vote Ayes: Sherry Bunten, Tom Felch, Renae Krings, Nate Lehman, Heather Renzelmann, Rainer Shooter, Paul Proulx. Motion carried unanimously. C. Approval of 2026-2027 Capital Borrowing – Chet Strebe Resolution authorizing the issuance of not to exceed $1,500,000 general obligation promissory notes, Series 2026B; and setting the sale. Tom Felch moved and Nate Lehman seconded Northcentral Technical College District Board approval authorizing the borrowing of $1,500,000; and providing for the issuance and sale of general obligation promissory notes. Roll Call Vote Ayes: Sherry Bunten, Tom Felch, Renae Krings, Nate Lehman, Heather Renzelmann, Rainer Shooter, Paul Proulx. Motion carried unanimously. D. Approval of 2025-2026 Budget Modifications – Chet Strebe Sherry Bunten moved and Nate Lehman seconded Northcentral Technical College District Board approval of the 2025-2026 budget modification resolutions as attached. Motion carried unanimously. E. Tentative Approval of Fiscal Year 2026-2027 Budget Summary and Confirming a Budget Hearing Date – Chet Strebe Renae Krings moved and Tom Felch seconded Northcentral Technical College District Board approval of the tentative fiscal year 2026-2027 budget summary and encourage all interested parties to attend a Public Hearing to be held at Noon (12:00 pm) on Tuesday, June 2, 2026, at NTC, Timberwolf Conference Center/D100, 1000 W. Campus Drive, Wausau, and via Zoom for the purpose of allowing citizen input. Motion carried unanimously. F. Sherry Bunten moved and Rainer Shooter seconded Northcentral Technical College District Board approval of the Consent Voting Agenda including: a. Fire Paramedic Apprenticeship Program b. Receipts + Expenditures c. Personnel Changes Roll Call Vote Ayes: Sherry Bunten, Tom Felch, Renae Krings, Nate Lehman, Heather Renzelmann, Rainer Shooter, Paul Proulx. Motion carried unanimously. Tom Felch moved and Renae Krings seconded Northcentral Technical College District Board approval to adjourn the Board into Closed Session pursuant to Wisconsin Statutes Section 19.85(1)(c) for the purpose of conducting year-end review and approval of President's performance and contract. Roll Call Vote Ayes: Sherry Bunten, Tom Felch, Renae Krings, Nate Lehman, Heather Renzelmann, Rainer Shooter, Paul Proulx. Motion carried unanimously. OPEN SESSION A. Tom Felch moved and Sherry Bunten seconded Northcentral Technical College District Board approval to reconvene the Board into Open Session to confirm any action deemed necessary as a result of the Closed Session. Roll Call Vote Ayes: Sherry Bunten, Tom Felch, Renae Krings, Nate Lehman, Rainer Shooter, Paul Proulx. Motion carried unanimously. B. Approval of President's Year-End Review and Contract Tom Felch moved and Renae Krings seconded that the Northcentral Technical College District Board approve the performance review including the tentative goals for 2026-2027 for President Worden with a rating of "Exceeds Expectations"; and that the Board approve a 2026-2027 employment contract for President Worden which includes a salary adjustment consistent with the employee salary/wage adjustments the Board approved in April 2025, effective July 1, 2026. Motion carried unanimously.
