NOTICE OF AVAILABILITY
LOCAL COASTAL PROGRAM IMPLEMENTATION PLAN AMENDMENT
Notice is hereby given, in accordance with Public Resources Code § 30500 et seq., and 14 CCR § 13515(c), that the City of San Buenaventura has prepared a draft Local Coastal Program (LCP) Implementation Plan (IP) Amendment to adopt amendments to the Coastal Zoning Regulations relating to public noticing requirements and procedures.
The draft LCP IP Amendment is available for a six-week public review and comment period beginning on June 2, 2026 through July 14 , 2026.
Copies are available for review in the Community Development Department at the City of San Buenaventura City Hall located at 501 Poli Street, Ventura, California, 93001, at Ventura County libraries located in the City and on file at the Coastal Commission office at 89 S. California Street, Ventura, CA 93001.

PROJECT DESCRIPTION: The Planning Commission will consider making a recommendation to the City Council on Amendments to the Local Coastal Program Implementation Plan and Title 24 of the City of San Buenaventura Municipal Code governing public noticing requirements for discretionary land use entitlements. The proposed amendments would revise corresponding provisions of the Local Coastal Program Implementation Plan and Title 24, including Chapters 24.105.300 (Streamlining Procedures), 24.515.100 (Coastal Permit Procedure: Notice and Hearing), and 24.560 (Notice and Hearing Requirements), to consolidate, clarify, and streamline public notice procedures; establish consistent noticing requirements across entitlement types; update cross-references throughout the Municipal Code and Local Coastal Program Implementation Plan; and clarify requirements for mailed, published, posted, and electronic notice. The amendments are intended to improve the consistency and administration of the City's public noticing procedures while maintaining opportunities for public participation in the land use review process.
ENVIRONMENTAL STATUS: Preparation and adoption of the LCP Amendment is statutorily exempt from the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21080.9. In addition, the proposed ordinance amendments are exempt pursuant to CEQA Guidelines Section 15061(b)(3) because the amendments involve administrative procedures and public noticing requirements and do not authorize any specific development project or physical change to the environment.
PUBLIC COMMENTS ON THE LCP AMENDMENT: Comments must be made in writing in order to be considered by the City and may submitted to the City at the address above or by electronic mail to AJ Bernhardt at abernhardt@cityofventura.ca.gov.
PUBLIC HEARINGS: This Planning Commission will review and act on the initiation of the LCPA process at their June 24, 2026 meeting. The City Council will consider the initiation of the LCPA process at their July 14, 2026 meeting.
