CITY OF MOUNT VERNON, NY
DRAFT PY 2026 ANNUAL ACTION PLAN
PUBLIC HEARING & 30-DAY PUBLIC COMMENT PERIOD
NOTICE is given that a draft of the Program Year 2026 Annual Action Plan (AAP) for the City of Mount Vernon, NY will be available for a thirty (30) day public comment and review period and a public hearing on June 24, 2026 at 5 pm.
The City of Mount Vernon (City) is an entitlement recipient of Federal formula grants from the U.S. Department of Housing and Urban Development (HUD) for the following programs: Community Development Block Grant (CDBG), and HOME Investment Partnership (HOME). These funds provide programs and services that benefit low- to moderate-income persons in the City of Mount Vernon.
The City’s PY 2026 AAP outlines proposed projects and activities by the City’s CDBG and HOME programs to address the identified priority needs and goals in the 2025 – 2029 Consolidated Plan. The City expects to receive an estimated $1,466,121 in CDBG funding and $528,781.60 in HOME funding from HUD for PY 2026, which begins September 1, 2026, and ends on August 31, 2027.

Public Hearing: The public hearing will be held during the development of the 2026 AAP to gather feedback from the community on proposed uses of the funds.
The hearing be held on Tuesday, June 30, 2026 in the City Council Chambers Room located at 1 Roosevelt Square, Mount Vernon, NY 10550. The hearing will take place in the Veterans Memorial Room at 5:00 PM. All residents, public agencies, and other interested parties are encouraged to attend and provide comments.
30-Day Public Comment Period: The draft of the 2026 AAP will be available for public comment between June 18, 2026 and July 20, 2026. The draft plan will be available online at https://www.cmvny.com/ura or at City Hall, 1 Roosevelt Square, Mount Vernon, NY 10550 in the City Clerk’s Office located on the first floor or the Department of Planning and Community Development located on the Second Floor in room 211.
Public comments should be received either through the public meeting or by email to ptarlow@cmvny.com. All comments must be received by 5:00 pm on July 20, 2026.
Disability & Translation Assistance: As required by the Americans with Disabilities Act (ADA), the City shall provide assistance and special arrangements for those who are disabled in order to provide information and services concerning federally funded programs. Plans and reports will be made available in a form accessible to persons with disabilities upon request and reasonable modifications in policies, procedures and/or practices will be made as necessary to ensure full and equal access of all programs and activities for all individuals with a disability. Public hearings will generally be held at City Hall, a central location that is fully accessible by wheelchair and public transportation. Provisions will be made for people with specific disabilities when requests are made at least three (3) working days prior to the hearing. Reasonable modifications in policies, procedures and/or practices will be made as necessary to provide access for all individuals with limited English proficiency. With at least three (3) business days of advanced notice, Spanish translators will be provided at public hearings. Hard copies and translation services will also be provided for persons needing assistance reviewing printed documents, reports, and/or other related materials. The City’s website is also equipped with several translation tools for residents seeking information about programs. These include the Recite Me translation software and Google Translate for the entire website.
