REQUEST FOR QUALIFICATIONS (RFQ)   CONSULTING ENGINEERING SERVICES FOR THE CONTINUED OPERATIONS AND MANAGEMENT OF THE BIOSOLIDS PROCESSING FACILITY   RFQ 26-603   The Solid Waste Authority of Palm Beach County (“Authority”) requests interested parties to submit STATEMENTS OF QUALIFICATIONS (SOQs) for the purpose of selecting a qualified and licensed firm to provide Consulting Engineering Services for the Continued Operations and Management of the Biosolids Processing Facility for the Solid Waste Authority of Palm Beach County (“AUTHORITY”), RFQ 26-603. The evaluation process shall be in accordance with Florida Statutes 287.055, Consultants’ Competitive Negotiations Act (CCNA). Services to be provided include Inspection, Data Collection and Review (audit and report), General Operational Support Professional Services and Biosolids Master Plan Services. A Non-Mandatory Pre-Proposal Conference will be held on Thursday, June 11, 2026, AT 10:00 AM local EST at 7501 North Jog Road, West Palm Beach, Florida, 33412, open to all interested parties, at which time Authority Staff will be present to answer questions and explain the intent of the RFQ. Attendance is strongly encouraged. The AUTHORITY only accepts bids and proposals electronically through Bonfire. Interested parties may obtain the RFQ documents by downloading from the AUTHORITY’s website at www.swa.org or through Bonfire at https://swa.bonfirehub.com/. Responses must be received by the AUTHORITY no later than 2:00 pm EST, July 14, 2026, through Bonfire.
