The City of Glendale (City) is embarking on one of the most significant public safety investments in its history: the development of a next-generation Police Department Crime Laboratory Facility that will serve as a scientific backbone of justice in our community.
This facility will not simply be a building - it will be a mission-critical environment where science, technology, and public trust intersect. Every program will be dedicated to maintaining the integrity of the evidence and providing a professional space for objective analysis. Design decisions will influence the speed, accuracy, and reliability of forensic investigations for decades to come.
The City is seeking a qualified Architectural Design Professional (DP) firm to provide programming, design, engineering, cost estimating, permit approvals, and construction administration services for the new Crime Laboratory Facility. All qualified firms interested in providing the required services are invited to submit their Statement of Qualifications (SOQ) in response to this Request for Qualifications (RFQ). Firms must demonstrate their experience with advanced forensic laboratory facilities and SOQs must comply with all requirements specified in this RFQ.
PROJECT DESCRIPTION
The City recently completed a new Police Evidence Storage Facility located at 6420 W. Myrtle Avenue on the Field Operations Campus, which includes a small forensic laboratory primarily to triage evidence slated for follow-up testing and investigation. The new Police Crime Laboratory Facility will be placed on the same site adjacent to the Evidence Storage Facility and will augment the current lab program with the following program and disciplines, which may be phased into facility operations over time: latent print comparisons, blood analysis for DUI determinations; controlled substances analysis (drugs); forensic toxicology; forensic biology/DNA; evidence screening; and various administrative work areas, offices, general support spaces, etc.
The proposed site will have limited frontage on Myrtle Avenue to the south, with the Evidence Storage Facility and a large city-owned retention basin on the west. The Field Operations Campus surrounds the property on the north and east sides. The site is approximately five acres total, inclusive of the existing Evidence Storage Facility and associated yard and parking space.
Additional functions such as crime scene investigations, firearms-toolmarks-shoeprints, and digital forensics that support current forensic services are anticipated to remain in their current location (in the Evidence Storage Facility, not part of the new building) but these should still be studied by the design team from a programming standpoint and to gain necessary understanding of processes, workflow and best practices.
The selected Design Professional (DP) firm will have the opportunity to: design a state-of-the-art forensic laboratory aligned with ISO 17025 and national accreditation standards; integrate advanced evidence flow strategies; create secure, resilient, and adaptable laboratory environments; incorporate forward-looking technologies and sustainable systems; and deliver a facility that reflects the City’s commitment to justice, safety, and scientific integrity - “Lead with Truth, Serve with Honor.”
The overall project budget is approximately $50,000,000 including the cost for design, construction, FF&E, information technologies, and security/access controls systems. The size of the new facility is anticipated to be approximately 30,000 gross square-feet; however, final size and configuration will be determined after program verification by the selected team.
The City will use a Construction Manager at Risk (CM@Risk) delivery method for this project, with selection of the CM@Risk running nearly concurrently with the architectural team selection. It is the City’s desire to have the new Police Crime Laboratory Facility completed at or before the end of 2029.
SCOPE OF WORK
The selected Architectural Design Professional (DP) firm will work closely with various City of Glendale departments, including, but not limited to, Engineering, Police, Field Operations, and Development Services, the selected construction manager at risk (CM@Risk), and others, as needed, during all phases of the project. The DP may be required to attend and make presentations to the City Council, conduct other public meetings, and participate in other related public involvement activities, if requested.
PRE-SUBMITTAL CONFERENCE
Interested parties are invited and encouraged to attend a pre-submittal conference that will be held on Tuesday, July 14, 2026 at 10:00 am, at the Glendale City Hall located at 5850 W. Glendale Ave., Glendale, AZ 85301. Upon arrival prior to the start time, participants should check in at the security station, where they will be directed to the conference location. During the conference, City staff will discuss the scope of work, submittal requirements, general timeline, and respond to questions from attendees. Attendance is limited to a maximum of two attendees per firm. Please note that the pre-submittal conference is not being held at the project site. Because City staff may not have time to respond to individual inquiries regarding the scope outside of the pre-submittal conference, it is recommended that interested firms have a representative attend.

Any proposal received after this time will not be considered.
