NOTICE OF PUBLIC HEARING
The City Council of the City of Des Moines, Iowa, will hold a public hearing on August 3, 2026, at 5:00 p.m. in the Council Chambers at City Hall, 1200 Locust Street, Des Moines, Iowa, to consider the proposed First Amendment to the Urban Renewal Plan for the Carpenter Urban Renewal Area (hereinafter referred to as the "Plan"). The Carpenter Urban Renewal Area consists of approximately 77 acres and is generally located east of Drake University, between Forest Avenue, Martin Luther King Jr. Parkway, University Avenue, and 25th Street, with additional parcels north of Forest Avenue and south of University Avenue as shown in the Carpenter Urban Renewal Plan.
The purpose of the proposed First Amendment is to:
Amend Appendix B – Financial Condition Report to update anticipated use of tax increment funds in the future.
Amend Appendix C – Economic Development and Redevelopment Activities which provides a summary of projects proposed to receive tax increment revenues from the Carpenter Urban Renewal Area.
A copy of the proposed First Amendment is on file and available for public inspection in the office of the City Clerk.
Any person or organization desiring to submit written material regarding this issue may direct such written material to the Office of the City Clerk, City Hall, 1200 Locust Street, Des Moines, Iowa 50309, prior to the start of the City council Meeting on August 3, 2026 at 5:00 p.m.
