NOTICE OF PUBLIC HEARING ON PROPOSED APPLICATION TO US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) FOR FY26 PATHWAYS TO REMOVING OBSTACLES TO HOUSING (PRO HOUSING)
TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:
The City of Des Moines plans to apply to HUD for the FY26 Pathways to Removing Obstacles to Housing (PRO Housing), funding opportunity number CPD-2600-DC-0098. The Pathways to Removing Obstacles to Housing (PRO Housing) program provides competitive awards to State governments, County governments, City or township governments, Metropolitan Planning Organizations (MPOs), and Multijurisdictional Entities to help communities reduce regulatory barriers to affordable housing production and preservation and increase housing affordability.
HUD has four goals for this competition:
Decrease the cost and increase the supply of affordable housing, especially in Opportunity Zones and rural communities;Remove barriers to affordable housing, removal of which will lead to constructing or rehabilitating more units, reducing time to produce units, and unlocking land that can be used for affordable housing units;Reward jurisdictions that have enacted laws and regulations that will lead to more affordable housing production and preservation; and finallyIncrease opportunities for affordable homeownership by reducing administrative and structural barriers.
The proposed activities are available for review on the city's website, dsm.city, under the Consolidated Planning web page, and will remain available until the activities are approved by the City Council, which is anticipated to be July 13, 2026.
NOTICE IS FURTHER GIVEN that the City Council will consider said Application after a public hearing to be held at 5:00 p.m. on July 13, 2026, in City Hall, Council Chambers, 1200 Locust Street, Des Moines, Iowa 50309.
At the hearing, opportunity to be heard will be given to proponents and opponents of the Application. In addition, the City Council shall receive written views, comments, objections and arguments from any resident or taxpayer of the City that are received by the City Clerk prior to 4:00 p.m. on July 13, 2026 (City Clerk's Office, Des Moines City Hall, 1200 Locust Street, Des Moines, IA 50309; Email cityclerk@dmgov.org).

Once the application has been approved and finalized, the application to HUD will be available at the City's Neighborhood Services Department, 1200 Locust Street, Des Moines, Iowa.
