NOTICE TO CONTRACTORS
The Village of Morton, Illinois will receive sealed bids for the construction of the JACKSON ST. AT BULL RUN CREEK IMPROVEMENTS until 2:00 P.M. on the 29th day of July, 2026, at the Office of the Director of Public Works, 120 N. Main St., Morton, Illinois. Bids will be publicly opened and read at that time.
Hard copies of contract documents, including drawings and specifications, may be obtained from TWM Engineering & Geospatial Services, 5901 N. Prospect Rd., Suite 6B, Peoria, Illinois 61614. A $20.00 non-refundable fee will be required for each paper set of contract documents. An electronic PDF file of the plans and specifications is available for this project, at no charge. If a Contractor desires the electronic file, they should contact TWM.
Cash, a cashier’s check, a certified check or a Bid bond, payable to the Treasurer of the Village of Morton, Illinois, in an amount equal to five percent (5%) of the total bid price, as a proposal guarantee, shall accompany each such bid. All bidders shall be prequalified with I.D.O.T.
Bids may be held for a period of up to sixty (60) days prior to making an award.
The successful bidder will be required to furnish a satisfactory Contract Bond to the Village of Morton in an amount equal to his contract price. Bonds of any type from U.S. Insurance Company of America are no longer accepted by the Village of Morton.
In accordance with 820/ILCS 130/3 and 130/5, this contract is subject to all of the requirements of the Illinois Prevailing Wage Act and is subject to the payment of prevailing wages. Prevailing wages may change monthly, and it is the Contractor's responsibility to ensure the correct wage is being paid. The Contractor and Subcontractors are required to submit monthly certified payroll.
In accordance with Public Act 96-0635, effective 1/1/08, all Contractors and Subcontractors, performing any contractual public work subject to the Prevailing Wage Act, shall have in place a written Substance Abuse Prevention Program filed with the public body engaged in public works. The successful Contractor shall file the Substance Abuse Prevention Program (s), with the Village of Morton, prior to award of the Contract.
The Board of Trustees of the Village of Morton reserves the right to reject any or all bids and to waive technicalities and irregularities in any or all bids.
