Scope of Work
The City of Phoenix is seeking a qualified contractor to provide preconstruction services and complete construction services for the Cactus Park Precinct (GO Bond) Construction Manager at Risk (CMAR) project. The project consists of the construction of a new state-of-the-art police precinct campus to replace the existing Cactus Park Precinct (Precinct 900) at a new location. The selected CMAR will work as a team with the designer of record and City staff to ensure an efficient design approach for the project. This project site is located at 3035 W. Thunderbird Road, Phoenix, AZ 85053. The estimated total cost for construction for this project is $18 million.
Small Business utilization is highly encouraged.
Pre-Submittal Meeting
A pre-submittal meeting will be held at 11:00 am on Tuesday, August 4, 2026, at Phoenix Police Department, 100 West Washington Street, F2 OPC Conference Room 2nd Floor AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal.

On Thursday, July 23, 2026 the Request for Qualifications (RFQ) may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix
Firms receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpage above.
Firms must be registered in Procurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.
General Information
The City of Phoenix will provide reasonable accommodations for alternate formats of the RFQ by calling O'cie Hendricks at (602) 534-1423 or TTY 711. Requests will only be honored if made within the first week of the advertising period. Please allow a minimum of seven calendar days for production.
