REQUEST FOR PROPOSALS
BUILDING MANAGEMENT SYSTEM

The Athens Housing Authority (AHA/”Authority”) is seeking written proposals from responsible firms for building management its mechanical controls system at the Administration Offices, 300 S Rocksprings Street, Athens, GA 30606. This work may be funded through a combination of the Department of Housing and Urban Development’s (HUD) Capital Funding Program (CFP), HOME, CDBG (Community Development Block Grant) as well as the Authority’s Low Rent Public Housing and non-Federal funds.
Written proposals will be received until 10:00 am on August 24, 2026. Please submit three (3) copies of your written proposal. Proposals shall be sealed and clearly marked "Proposal for Building Management Controls" on the outside of the envelope. Criteria for the selection will include the capacity to perform professional services in a timely manner, staff qualifications, knowledge of applicable standards and past performance. The proposals will be evaluated, ranked, and awarded by the Authority on the requested proposal criteria. Selection of the successful firm(s) will be based upon evaluation of the submitted proposals, subject to negotiation of fair and reasonable compensation.
AHA currently has the iNTREO/DELTA Building Automation System controlling the HVAC equipment at S Rocksprings location. The goal is to effectively manage, operate, and maintain their building for the upcoming years by utilizing a Building Management System (BMS) Technical Support Program.
The proposal shall be submitted in the format outlined below for the following services:
1. Provide maximum utilization of the Building Management System to increase the energy efficiency and optimization of the system.
2. Provide additional operator training and support to ensure that the system is operating at its peak performance thereby maximizing the proficiency of the system.
3. Provide system maintenance checkups, component testing, software upgrades, loop tuning and calibration to protect the current investment in the Building Management System.
4. Provide monthly on-line/over the phone support, and quarterly inspections to ensure that the building service needs are met.
All work will be performed in accordance with manufacturer’s recommended guidelines. All work will be pursuant to current applicable HUD, state and local standards. All firms shall be required to comply with the equal employment requirements of the federal government.

AHA reserves the right to reject any or all proposals and/or to waive any informality if deemed in the best interest of the Authority.
