2024 CAPER, 2026 ANNUAL ACTION PLAN, AND NEIGHBORHOOD REVITALIZATION STRATEGY AREAS PLAN UPDATE: PUBLIC MEETING NOTICE 2024 CAPER The City is preparing to submit its Consolidated Annual Performance and Evaluation Report (CAPER) that covers Program Year 2024: January 1, 2024-June 30, 2025. This report provides an assessment of the City's progress in carrying out its five-year strategic plan and one-year action plan for the HUD-funded programs: Community Development Block Grant Program (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With HIV/AIDS (HOPWA). Beginning on September 10, 2025, the draft 2024 Consolidated Annual Performance and Evaluation Report can be viewed on the City's website at the following URL: https://www.cincinnati-oh.gov/community-development/hud-entitlement-grant-submissions/ The 2024 CAPER will be submitted on September 26, 2025. All comments on the 2024 CAPER should be submitted by September 25, 2025. 2026 Annual Action Plan (AAP) and Neighborhood Revitalization Strategy Areas (NRSAs) The City administers Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons With HIV/AIDS (HOPWA) funding. These funds will support activities in Program Year 2026. The City estimates receiving the following funding amounts in Program Year 2026 and will make allocations pursuant to statutory caps and eligible activities, as reflected below: CDBG: $11,063,082 - Administration: 20% of Allocation - Public Services 15% of Allocation - Affordable Housing, Economic Development, and Public Facilities and Improvements Activities: 65% of Allocation HOME: $2,571,769.89 - Administration: 10% of Allocation - Affordable Housing Activities: 90% of Allocation ESG: $981,932HOPWA: $1,912,260 The 2026 Annual Action Plan will also include an update to the City's NRSA Plan. The 2026 Annual Action Plan will be updated and submitted to HUD once the actual funding allocation amounts have been released in 2026. The 2024 CAPER, the 2026 AAP, and the NRSA Plan will be presented to the Community Development Advisory Board (CDAB) and the board will provide feedback on the 2024 CAPER submission, 2026 AAP submission, and NRSA Plan.
