26-044 REQUEST FOR PROPOSALS FOR Comprehensive Zero-Emission Fuel and Environmental Commodity

NOTICE IS HEREBY GIVEN that SunLine Transit Agency (SunLine) is inviting proposals from qualified firms to provide a comprehensive management framework for its Zero-Emission fuel portfolio. SunLine is seeking a collaborative partner to implement a Precision Portfolio Accounting framework that prioritizes full transparency, granular unit-level auditing for Hydrogen and RNG fuel volumes, and the optimization of environmental credit values (LCFS/RINs).
Project Overview: The successful proposer will manage the Agency's commodity and credit portfolio, ensuring complete audit visibility, regulatory compliance, and maximum financial return through a disaggregated accounting methodology.
Proposal Requirements: This is a "best value" procurement. Proposals will be evaluated based on the proposer's demonstrated expertise, innovative management frameworks, data integrity standards, and the overall net revenue maximization for the Agency. Inquiries: All questions must be submitted through the PlanetBids portal by June 4, 2026.Submission Deadline: Proposals must be submitted electronically via the PlanetBids portal no later than 3:00 PM PT on June 23, 2026.
