REQUEST FOR PROPOSAL
The South Dakota Department of Labor and Regulation is now accepting proposals to operate Adult Education and Literacy (AEL) programs under Title II of the Workforce Innovation and Opportunity Act. AEL programs assist adults in becoming literate and obtaining the knowledge and skills necessary for employment and self-sufficiency; assist adults in becoming partners in their children's education; assist adults in obtaining a high school equivalency, as well as transitioning to postsecondary education and training; and assist [adult] English language learners with linguistic, civic, and economic integration.
This multiyear grant has a two-year cycle and is dependent on the availability and levels of both federal and state funding. Therefore, the designated two-year grant period would span Program Year 2026 through Program Year 2027 (July 2026 through June 2028). The Letter of Intent deadline is April 10, 2026. The proposal submission is due by May 1, 2026. An Applicant's Conference will be held on April 17, 2026, via webinar. Potential Applicants who submit a timely Letter of Intent will receive the webinar link and conference-call details prior to the Applicant's Conference.
