26045SS8 FORM 6 SD Department of Agriculture and Natural Resources, State Fair Division Notice of Public Hearing to Adopt Rules A public hearing will be held in Nordby Exhibit Hall, SD State Fairgrounds, 1060 3rd Street SW, Huron, SD 57350, on June 9, 2026, 10 AM (Central), to consider the amendment of proposed Administrative Rules of South Dakota numbered: § 12:02:04:05 and 12:02:02:04. The effect of the rules will increase daily and weekly parking fees and establish new premium and handicap parking fee categories. Additionally, it establishes fines for parking violations and outlines procedures for addressing non-payment of fines. The rules are needed to manage limited on-grounds parking and operational demands, as well as to address ongoing safety issues pertaining to vehicles parking in non-designated areas and misuse of time-restricted parking permits. Persons interested in presenting amendments, data, opinions, and arguments for or against the proposed rules may appear in person at the hearing, or mail or e-mail them to South Dakota Department of Agriculture and Natural Resources, State Fair Division, 1060 3rd Street SW, Huron, SD 57350 or email peggy.besch@state.sd.us. The deadline to submit any such written comments for consideration by June 23, 2026. After the written comment period, the South Dakota Department of Agriculture and Natural Resources will consider all written and oral comments it receives on the proposed rules. The South Dakota Department of Agriculture and Natural Resources may modify or amend a proposed rule at that time to include or exclude matters that are described in this notice.
