401 CERTIFICATION 15-DAY PUBLIC NOTICE
The South Dakota Department of Agriculture and Natural Resources (DANR) has received an application for state certification under Section 401 of the Clean Water Act. The City of Sioux Falls is proposing drainage improvements to a severely eroded tributary to the Big Sioux River located within Tuthill Park and adjacent residential properties. The project is intended to address channel instability and erosion caused by concentrated stormwater flows within an urbanized watershed. Proposed improvements include installation of storm sewer infrastructure in the upper reaches of the system and implementation of stream restoration measures in downstream segments, including boulder cascading weirs with step-pools and riffle weirs designed to reduce flow velocities and stabilize the channel. A filter bed consisting of sand and woodchips will be located beneath the riffle weirs to promote water quality. The project will result in placement of fill material into waters of the United States associated with an unnamed tributary to the Big Sioux River. Impacts will occur due to storm sewer installation, channel grading, and placement of in-stream stabilization features. The project will permanently impact approximately 465 linear feet of intermittent stream channel.
The proposed activities will occur along a tributary of the Big Sioux River in Sioux Falls, in Section 34, Township 101 North, Range 49 West, Minnehaha County (43.512824, -96.701763). The project is planned to begin in the fall of 2026 and is estimated to be complete near May 2027.
Written comments regarding this proposed project must be received by the department on or before June 6, 2026. If no objections are received within the specified 15-day period, the Secretary will issue final determinations within sixty days of the date of this notice. Any person may request, in writing, within the 15-day comment period, that a public hearing pursuant to ARSD Chapter 74:50:02 be held to consider the application. Requests for public hearings must state the reasons for holding a public hearing.
