Advertisement for Bids ADVERTISEMENT FOR BIDS MUNICIPAL AUTHORITY OF THE BOROUGH OF BADEN BOROUGH OF BADEN General Notice Municipal Authority of the Borough of Baden (Owner) is requesting Bids for the construction of the following Projects: Contract 2024-01A Harmony Township Conveyance Sewer Rehabilitation Contract 2024-01B Sanitary Sewer Rehabilitation Contract 2024-01C- SR65 Sewer Rehabilitation Bids for the construction of the Projects will be received at the Borough of Baden Municipal Building located at 149 State Street, Baden, PA 15005 until Wednesday, October 1, 2025, at 11:00 A.M. local time. At that time the Bids received will be publicly opened and read. The Project includes the following Work: Contract 2024-01A Harmony Township Conveyance Sewer Rehabilitation: consists of 6,000 linear feet of 12-18 inch sanitary CIPP full-length sewer lining, new manhole frames and covers, internal sealing of manhole walls and rehabilitation of manhole trough and bench. Contract 2024-01B Sanitary Sewer Rehabilitation: consists of full-length lining, spot lining and open cut rehabilitation of sanitary sewers including manhole rehabilitation throughout the Borough of Baden. Contract 2024-01C SR65 Sewer Rehabilitation: consists of 2,000 linear feet of CIPP lining of 8-inch sanitary sewer on State Route 65. Bids are requested for the following Contracts: Contract 2024-01A Harmony Township Conveyance Sewer Rehabilitation Contract 2024-01B Sanitary Sewer Rehabilitation Contract 2024-01C- SR65 Sewer Rehabilitation Obtaining the Bidding Documents Electronic Bidding Documents may be obtained from the Issuing Office by email request to the contact Sandy Penczak, 412-264-8701, bidspgh@msconsultants.com. Access to electronic documents can be purchased for $50.00; checks nonrefundable, and shall be payable to ms consultants, inc. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Each bidder must be a registered plan holder with ms consultants, inc. to be eligible to submit a bid for this project. Bids for the above-described work must be submitted on blanks furnished in the Bid Submittal Document. The Issuing Office for the Bidding Documents is: ms consultants, inc. 300 Corporate Center Drive, Suite 200 Moon Township, PA 15108 Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 am and 3:00 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. All bids must be accompanied by a Bid Bond, made payable to Municipal Authority of the Borough of Baden, Beaver County, Pennsylvania. (1) A bond for ten percent (10%) of the full amount of the bid, or (2) A certified check, cashier's check, or letter of credit, in an amount not less than ten percent (10%) of the total bid amount. This Contract is expected to be funded in part with funds provided by the United States Department of Agriculture, Rural Utilities Service (RUS). The Non-Collusion Affidavit of Prime Bidders must be completed and submitted with all bids. Compliance is required with the Pennsylvania Prevailing Wage Rates. Pre-bid Conference A pre-bid conference for the Project will be held on September 11, 2025 at 11:00 am located at the Baden Borough Building, 149 State Street, Baden, PA 15005. Attendance at the Pre-Bid conference is encouraged but not required. Domestic Preference This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. The following waivers apply to this Contract: BABAA De Minimis, Small Grants, and Minor Components Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
