CITY OF ORMOND BEACH NOTICE OF PUBLIC HEARING COMPREHENSIVE PLAN AMENDMENTS NOTICE IS HEREBY GIVEN that the City Commission of the City of Ormond Beach, Florida, will hold a Public Hearing at 7:00 PM on Tuesday, December 2, 2025, in the City Commission Chambers, City Hall, 22 South Beach Street, Ormond Beach, Florida, to consider an administrative request for Comprehensive Plan amendments related to the Evaluation and Appraisal Report, also known as the Comprehensive Plan 2045 update. This ordinance seeks to rescind ordinance 2025-17 and readopt Comprehensive Plan amendments to the following Elements: Plan Administration, Future Land Use, Transportation, Utilities, Conservation, Coastal Management, Housing, Recreation and Open Space, Capital Improvements, Intergovernmental Coordination, Cultural and Historical Resources, Public School Facilities, and Property Rights based upon comments from FloridaCommerce. The Ordinance title is as follows: ORDINANCE 2025-XX AN ORDINANCE OF THE CITY OF ORMOND BEACH, FLORIDA, AMENDING THE COMPREHENSIVE PLAN FOR THE CITY OF ORMOND BEACH IN ITS ENTIRETY PURSUANT TO CHAPTER 163, FLORIDA STATUTES; RESCINDING ORDINANCE 2025-17; ADOPTING COMPREHENSIVE PLAN 2045 AMENDMENTS BASED UPON COMMENTS RECEIVED FROM FLORIDACOMMERCE, INCLUDING AMENDMENTS TO THE PLAN ADMINISTRATION, FUTURE LAND USE ELEMENT, TRANSPORTATION ELEMENT, UTILITIES ELEMENT, CONSERVATION ELEMENT, COASTAL MANAGEMENT ELEMENT, HOUSING ELEMENT, RECREATION AND OPEN SPACE ELEMENT, CAPITAL IMPROVEMENTS ELEMENT, INTERGOVERNMENTAL COORDINATION ELEMENT, CULTURAL AND HISTORICAL RESOURCES ELEMENT, PUBLIC SCHOOLS FACILITIES ELEMENT, AND PROPERTY RIGHTS ELEMENT, AND ALL ASSOCIATED MAPS AND FIGURES; PROVIDING FOR THE TRANSMITTAL OF COPIES OF THE AMENDMENTS TO THE FLORIDACOMMERCE; PROVIDING PUBLIC HEARINGS; PROVIDING FOR SEVERABILITY; AND SETTING FORTH AN EFFECTIVE DATE. ALL PARTIES ARE INVITED to appear and submit oral or written objections or comments. The failure of a person to appear during said hearing and comment on or object to the Comprehensive Plan amendments, either in person or in writing, may preclude the ability of such person to contest the Comprehensive Plan amendments at a later date. Copies of the Comprehensive Plan amendments are available for inspection by the public in the Planning Department, Ormond Beach City Hall, 22 South Beach Street, Room 104, Ormond Beach, Florida. Pursuant to Section 286.0105, Florida Statutes, if any person decides to appeal any decision made by a City board and/or commission with respect to any matter considered at these public meetings, such person will need a record of the proceedings and for such purpose, such person may need to ensure that a verbatim record of the proceeding is made, including the testimony and evidence upon which the appeal is to be based.
