City of Amarillo Consolidated Annual Performance and Evaluation Report (CAPER) Community Development Block Grant (CDBG) HOME Investment Partnership Program (HOME) The City of Amarillo Community Development Department has prepared the Consolidated Annual Performance and Evaluation Report (CAPER) for the period of October 1, 2024, through September 30, 2025. This report summarizes the accomplishments and performance of each program in relation to the priorities and strategies established in the City's 2020–2024 Consolidated Plan. The 2024–2025 CAPER represents the completion of the fifth and final year of the five-year Consolidated Plan. The CAPER is available on the City of Amarillo Community Development website https://www.amarillo.gov/community-development/public-notices/ and may be examined in person or copied at the Community Development Department, weekdays from 8:30 am to 4:30 pm, located at 808 S. Buchanan St., Amarillo, TX 79101.
