City of St. Cloud City Hall Saint Cloud, Minnesota 56301 OFFICIAL NOTICE OF PUBLIC HEARING FOR IMPROVEMENTS PLEASE TAKE NOTICE: That the City Council of the City of St. Cloud, Minnesota, at a regular meeting held at 6:00 p.m. on Monday, December 1, 2025, ordered publication of the following: RESOLUTION RECEIVING FEASIBILITY REPORT AND CALLING FOR A PUBLIC HEARING TO CONSIDER PAN PARK NEIGHBORHOOD IMPROVEMENTS – PHASE 5 Section 2 WHEREAS, pursuant to resolution of the City Council adopted December 1, 2025, a report has been prepared by the Engineering Department with reference to the proposed improvement of the Pan Park Neighborhood Improvements – Phase 5 (29th and 28th Avenue North from 10th to 12th Street North, 26th and 27th Avenue North from 11th to 12th Street North and 10th and 11th Street North between 29th and 27th Avenue North), and this report was received by the City Council on December 1, 2025; and WHEREAS, the report provides information regarding whether the proposed improvement is necessary, cost-effective and feasible; whether it should best be made as proposed or in connection with some other improvement; the estimated cost of the improvement as recommended; and a description of the methodology used to calculate individual assessments for affected parcels. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ST. CLOUD, MINNESOTA: 1.The City Council will consider the improvement of such street in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of $7,100,627. 2.A public hearing shall be held on such proposed improvement on the 15th day of December, 2025, in the Coun¬cil Chambers of the St. Cloud City Hall, 1201 – 7th Street South, at 6:00 o'clock p.m. and the clerk shall give mailed and published notice of such hearing and improvement as required by law.
