Description of Proposal:
Kitsap County Public Works 5-year Maintenance Plan SEPA Determination, Permit #25-01905. This SEPA determination is for the Kitsap County Public Works 5-year Shoreline Exemption for general maintenance and repair of existing Kitsap County roadways and Right of Way work which are within or adjacent to Kitsap County shorelines. The shoreline exemption and this SEPA determination only cover those projects which will be taking place wholly within the existing footprint of the roadway or shoreline armor (rock wall). Any changes to footprints will require separate shoreline permit review and SEPA determination. This SEPA determination covers the 5-year Maintenance Plan, through October 31, 2030.
SEPA Determination:
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request.
CONDITIONS:
This approval does not exempt Roads from obtaining other necessary permits that may be required by other agencies.The shoreline exemption approval will be in effect for a period of five years. At the end of five years, Roads and DCD will then discuss the renewal of the exemption approval.Prior to any repairs or maintenance that Roads performs, a representative from Roads will give DCD a 14-day notification by email. The email will contain the location and nature of work being performed.In the event of an emergency repair, response procedures as outlined in the Regional Road Maintenance Program will dictate protocol.

This DNS is issued under 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by: October 1, 2025.
Appeal:
You may appeal this determination to the Dept. of Community Development, at 619 Division Street, Port Orchard WA 98366, no later than October 1, 2025 in writing, with payment of the appeal fee.
