DETERMINATION OF NONSIGNIFICANCE Description of Proposal: Hall Bulkhead Replacement – 24-02754 This applicant requests approval of a Shoreline Administrative Conditional Use Permit (ACUP) to replace a bulkhead. The existing bulkhead is at the end of its service life. A new solder pile bulkhead would be located landward of the existing bulkhead in order to join with neighboring bulkheads, and built 3.5 feet tall (6 inches taller than the existing bulkhead). The house is located approximately 6 feet from the bulkhead at the closest point and the bulkhead is regularly overtopped by waves. Proponent: Mason & Brenda Hall Lead Agency: KITSAP COUNTY Location of proposal: 16169 Norum Rd NE, Poulsbo, WA, Kitsap County The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, and Title 12 Stormwater. This information is available to the public on request. This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS. A SEPA comment period previously occurred concurrent with the Notice of Application dated October 8, 2025. COMMENTS: 1. The Suquamish Indian Tribe requests that a professional archeological monitor be present during all ground disturbing activities associated with the project and to notify the Tribe in advance of construction. CONDITIONS: 1.
