Description of Proposal: Suquamish Elementary SDAP (25-04614); Increasing the pick-up/drop-off queue length. Addomh a detention pond and creating accessible pathways throughout the site.
The total volume of proposed cut is 780 CY and the total volume of proposed fill is 1900 CY.
The proposed private storm drainage system improvements include a detention pond located east of the proposed parking lot and drive aisle addition. This pond will connect to the existing onsite detention pond. The areas that will drain to the detention pond include the proposied parking lot addition and some of the existing improvements. Areas that cannot be captured and directed to the detention pond are considered bypass area and are exchanged for an equivalent area that would otherwise not count as targeted area. The bypass area includes a new vestibule and two accessible ramps. The equivalent area is made up on the existing parking area north of the new parking lot and drive aisle and will drain to the detention facility.
SEPA Determination: The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency for consistency with KCC Title 17 Zoning, Title 19 Critical Areas, Title 22 Shoreline Master Program and Title 12 Stormwater. This information is available to the public on request.
Comment Period: This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.
COMMENTS: The Department received no comments on the project.
Conditions: Project shall follow Stormwater controls and provisions in Title 12.Project is conditioned to require a Native Vegetation Retention Covenant.Project shall follow the recommendations of the geotechnical report prepared by Associated Earth Sciences, Inc., dated March 6, 2025.
