Dallas Center City Council Special Meeting - October 28, 2025
The Dallas Center City Council met in session on October 28, 2025 at 7:00 pm. Mayor Danny Beyer called the meeting to order. Council members present included Bret Van De Pol, Amy Strutt, Angie Beaudet and Daniel Willrich. Also, present were City Attorney Ralph Brown, City Administrator John Cook, Public Works Director Brett Kaszinski, City Engineer Bob Veenstra and Travis Squires with Piper Sandler.
Motion by VanDePol, 2nd by Beaudet to approve the agenda. Motion passed 4-0.
Motion by Strutt, 2nd by Beaudet to approve tobacco license for Board & Batten effective October 29, 2025. Motion passed 4-0
Beth Wright arrived at 6:31 pm
Motion by Beaudet, 2nd by Wright on Ordinance No. 627 – amending Chapter 75 of the Code of Ordinances to permit the operation and use of golf carts, all-terrain vehicles, off-road utility vehicles, and snowmobiles in the City under certain restrictions, third reading. Roll Call Vote, All Ayes. Motion Passed.
Motion by VanDePol, 2nd by Strutt on Resolution 2025-45 – setting the annual permit fee of each golf cart operator at $20. Roll Call Vote All Ayes, Motion Passed
City Engineer Bob Veenstra outlined Amendment No. 10 to the Dallas Center Urban Renewal Area
Motion by Willrich, 2nd by Wright on Resolution 2025-48 – determining necessity and setting dates of a consultation (12:00 pm on November 5, 2025) and a public hearing (7 p.m. November 18, 2025) on proposed Amendment No. 10 to the Dallas Center Urban Renewal Plan in the City of Dallas Center, Iowa. Roll Call Vote All Ayes, Motion Passed
Motion by Willrich, 2nd by Beaudet to approve the elevator valve replacement quote from Otis Elevator Company - Proposal Number QTE-002289631, not to exceed $8,000. Motion passed 5-0
Council discussed establishing policy for naming rights of public property. Council will conduct further study and discuss topic at a future meeting.
City Engineer Veenstra explained the option for Water Plant Improvements and future consequences.
City Administrator John Cook reviewed the specifics of the Walnut Walk Project.
