Logan County Arkansas Quorum Court

Logan County Arkansas Quorum Court ORDINANCE NO. 2025-35 BE IT ENACTED BY THE QUORUM COURT, COUNTY OF LOGAN, STATE OF ARKANSAS, AN ORDINANCE ENTITLED: "AN ORDINANCE APPROVING AND ADOPTING THE AMENDMENT TO THE INTERLOCAL AGREEMENT BETWEEN THE COUNTY OF LOGAN AND THE CITY OF MAGAZINE REGARDING THE MAGAZINE POLICE DEPARTMENT". WHEREAS, the Quorum Court adopted and approved an interlocal agreement between the County of Logan and the City of Magazine for law enforcement services, thereby creating the "Magazine Police Department" within the Logan County Sheriff's Office, and WHEREAS, the agreement provided for the Magazine Police Chief and contemplated other part-time deputies within the Magazine Police Department, and WHEREAS, the City of Magazine desires to create a new full-time deputy position within the Magazine Police Department, funded by the City of Magazine and subject to the terms of the amendment, and WHEREAS, a copy of the proposed amendment to the interlocal agreement was provided to the County Clerk on the 31st day of July, 2025. NOW THEREFORE BE IT ORDAINED BY THE QUORUM COURT OF THE COUNTY OF LOGAN THAT: Section 1: The Quorum Court hereby finds that the terms of the agreement, filed with the County Clerk, namely the "AMENDMENT TO THE LOGAN COUNTY/CITY OF MAGAZINE INTERLOCAL AGREEMENT", are acceptable and in proper form, as set forth in A.C.A. § 14-14-910. Section 2: The Quorum Court finds good cause to approve the above-mentioned amendment to the interlocal agreement and finds that said agreement is a benefit to the County of Logan and authorizes and adopts said agreement. SPONSOR: JP Haller ORDINANCE NO. 2025-36 BE IT ENACTED BY THE QUORUM COURT, COUNTY OF LOGAN, STATE OF ARKANSAS, AN ORDINANCE ENTITLED:"AN ORDINANCE AMENDING ORDINANCE 2025-01 BY CREATING AND FUNDING POSTION NO. 19 AND BY DECREASING REVENUE AVAILABLE FOR APPROPRIATION AND APPROPRIATING SAME, COUNTY GENERAL FUND" WHEREAS, the Logan County Quorum Court has approved and adopted the Amendment to the Logan County/City of Magazine Interlocal Agreement, which sets forth the terms of creating a full-time position within the Magazine Police Department, referred to as "Magazine Deputy" and funded quarterly from funds received from the City of Magazine. NOW THEREFORE BE IT ORDAINED BY THE QUORUM COURT OF THE COUNTY OF LOGAN THAT: SECTION 1. Revenue available for appropriation is hereby decreased in the amount of $28,780.02, County General Fund. SECTION 2. Account Code 1000-0400-1001, Full-Time Salaries – Position No. 19 – Magazine Deputy is hereby created and shall be funded for the remainder of 2025 in accordance with Section 3 and pursuant to the procedures set forth in the Logan County Personnel Policy and the criteria contemplated therein with a base annual salary of $41,652.00, commensurate with a Logan County Full-Time Deputy Sheriff. SECTION 3. Account Code 1000-0400-1001, Full-Time Salaries-Position No. 19 is hereby increased in the amount of $20,826.00. Account Code 1000-0400-1006, Social Security Matching is hereby increased in the amount of $1,440.84; Account Code 1000-0400-1007, Retirement Matching is hereby increased in the amount of $3,190.62; Account Code 1000-0400-1009, Insurance is hereby increased in the amount of $3,279.00; Account Code 1000-0400-1011, Unemployment Compensation is hereby increased in the amount of $168.00, and Account Code 1000-0400-1010, Workers Compensation Insurance is hereby increased in the amount of $330.96. SECTION 4. The appropriations set forth herein are contingent on the approval of above-mentioned Amendment to the Logan County/City of Magazine Interlocal Agreement and approval of funding by the Magazine City Counsel. NOW, THEREFORE, BE IT ENACTED BY THE QUORUM COURT OF ­­­­LOGAN COUNTY, ARKANSAS: Section 1. The Quorum Court of Logan County hereby acknowledges the receipt of unanticipated funds in the amount of $21,153.00 and $46,313.50 into County General Fund and Capital Outlay. Section 2. Ordinance 2025-1 is amended and the County General Fund is hereby decreased in the amount of $67,466.50. Account code 1000-0111-3105, Other Services and Charges County Buildings Fund is hereby increased in the amount of $21,153.00. ORDINANCE NO. 2025-38 BE IT ENACTED BY THE QUORUM COURT, COUNTY OF LOGAN, STATE OF ARKANSAS, AN ORDINANCE ENTITLED: "AN ORDINANCE AMENDING ORDINANCE 2025-1 BY ACKNOWLEDGING THE RECEIPT OF FUNDS FROM AN OVERPAYMENT AND APPROPRIATING THE SAME" WHEREAS, Logan County issued payment to a vendor over the amount due on the account and, accordingly, the vender has refunded the amount of overpayment. NOW THEREFORE, BE IT ORDAINED: Section 1: The Quorum Court of Logan County hereby acknowledges the receipt of overpayment in the amount of $460.92, which was deposited into the Logan County General Fund, unappropriated, which shall be decreased by said amount and shall be transferred as follows: Fund 1000-101-3105, Other Services and Charges, County Clerk Fund, is hereby increased in the amount of $460.92. WHEREAS, these organizations serve as a vital public function and Logan County, Arkansas has contracted with these organizations to provide services to the elderly in our community. WHEREAS, the quorum court of the County of Logan, State of Arkansas hereby desires to help these organizations in return for the services each provides, specifically the Paris Senior Center and the Booneville Senior Center. NOW THEREFORE, BE IT ORDAINED: Section 1: In exchange for the vital services that the following organizations provide, the Logan County Quorum Court hereby finds good cause to appropriate $5,000.00 to each: the Paris Senior Citizens Center; and the Booneville Senior Citizens Center. Section 2: Fund 1800 Sales and Use Tax, Unappropriated is hereby decreased in the amount of $10,000.00. Fund 1800-0116-1052, Logan County Senior Community in Action, Sales and Use Tax Fund is hereby increased in the amount of 10,000.00 to be distributed evenly between the Senior Citizen centers in Logan County, Arkansas. NOW THEREFORE, BE IT ORDAINED: Section 1: The Quorum Court of Logan County hereby acknowledges the receipt of six checks in the below unappropriated funds: 3006 Circuit Clerk Recorder Cost Fund, unappropriated, in the amount of $151.24 3006 Circuit Clerk Recorder Cost Fund, unappropriated, in the amount of $2,200.00. 2000 County Road Fund, unappropriated, in the amount of $374.00. 2000 County Road Fund, unappropriated, in the amount of $2,216.06. 2000 County Road Fund, unappropriated, in the amount of $20.26. 3005 County Clerk Cost Fund, unappropriated, in the amount of $14.33. Section 2: Fund 3006-0102-2035, Supplies, Circuit Clerk Recorder Cost Fund is hereby increased in the amount of $2,351.24. NOW, THEREFORE, BE IT ENACTED BY THE QUORUM COURT OF ­­­­LOGAN COUNTY, ARKANSAS: Section 1. The Quorum Court of Logan County hereby acknowledges the receipt of unanticipated funds in the amount of $16,222.22 into County General Fund. Section 2. Ordinance 2025-1 is amended and the County General Fund is hereby decreased in the amount of $16,222.22. ORDINANCE NO. 2025-42 BE IT ENACTED BY THE QUORUM COURT, COUNTY OF LOGAN, STATE OF ARKANSAS, AN ORDINANCE ENTITLED: "AN ORDINANCE AMENDING ORDINANCE 2025-1 BY APPROPRIATING ADDITIONAL FUNDS FOR THE LOGAN COUNTY DETENTION CENTER, OTHER SERVICES AND CHARGES" WHEREAS, the Logan County Sheriff's Office has custody of a juvenile defendant and, as a result of regulations concerning the incarceration of juveniles, is placed in a facility outside of Logan County. WHEREAS, Logan County is incurring daily expenses associated with the detention of said juvenile, necessitating the appropriation of additional funds to the Logan County Detention Center budget and anticipating the need for said detention through the end of 2025, the Quorum Court hereby finds good cause to appropriate funds as follows. SECTION 1. The Quorum Court hereby amends Ordinance 2025-1 by decreasing the amount available for appropriation in Fund 3405, ½ Cent Sales Tax Detention Center Fund, unappropriated, in the amount of $25,300.00 and appropriating the same. SECTION 2. Fund 3017-0418-3105 Other Services and Charges, County Detention Center Fund is hereby increased in the amount of $25,300.00. Passed this 8th day of September, 2025. NOW, THEREFORE, BE IT ORDAINED. Section 1. Fund 1000-0109-2035, Supplies, Logan County Election Commission Fund is hereby decreased in the amount of $2,000.00.
