Minutes of a Regular Meeting of The Board of Directors of the United Community School District November 17, 2025 CALL TO ORDER The United Community School District Board of Education held a regular board meeting on Monday, November 17, 2025, in the United Community Library. Members present included President Brenda Stanley, Vice President Lori Weyhrich, Jon Davis, and Kathy Toms. The meeting was ca led to order by President Stanley at 6:04 p.m. Others present were Superintendent Heather Holm, Board Secretary Jenn Meinecke, Principal Elyse Brimeyer, and four guests. APPROVAL OF AGENDA Toms moved to approve the agenda as presented. Weyhrich seconded. Motion carried 4-0. PUBLIC COMMENT There were no requests for public comment. REVIEW OF DISTRICT GOALS President Stanley reviewed the three district goals: (1) Student Learning, (2) School District Culture, (3) Resource Management. ADMISTRATOR REPORTS Ms. Holm shared that the district successfully conducted a lockdown drill to reinforce safety protocols, advanced staff retention efforts through completion of the annual job satisfaction survey, and hosted auditors from TrustPoint who provided recommendations to improve efficiency. Instructional growth initiatives included the first round of walkthroughs led by Kaylynne Christenson and ongoing coaching by Maggie Butler and Christenson, responding to staff requests for increased support. Board culture was strengthened as members Davis, Toms, Weyhrich and Stanley earned recognition through Individual and Team Achievement Awards, underscoring their commitment to continuous learning. Mrs. Brimeyer shared that the district will host its 4th Annual Friendsgiving on Thursday, November 27, followed by Preschool Grandparents Day on Friday, November 28, and TK-6th Grade Grandparents Day on Monday, December 1. The annual music program will be held the evening of Tuesday, December 9, as a one-night event. DISCUSSION/INFORMATION Employee Relations Committee Update Ms. Holm and Mr. Davis reported that the Employee Relations Committee provided feedback on current initiatives regarding staff retention and health insurance for staff. Representative for Boone County Conference Board The Board discussed the requirement of appointing a representative to the Boone County Conference Board. Members expressed appreciation to Mrs. Toms for serving as United's representative last year. President Stanley invited volunteers from the Board to fi l the seat for the upcoming year. Mrs. Toms offered to continue in this role for FY26. Education Support Personnel Salary Supplement (ESPSS) Bonus Mrs. Holm shared that United received $10,622.36 in ESP Salary Supplement funds for FY26. These funds must be used to support hourly staff salaries (associates, bus drivers, office staff, food service, custodians). Options discussed included increasing hourly pay, providing a stipend/bonus, or applying towards current salaries. Staff Bonus for Non-ESPSS and Non-Early Signing Bonus Eligible Employees The Board reviewed a proposal to provide equity bonuses for administrators, business office staff, and directors who were not eligible for the early signing bonus or salary supplement in the November and December payroll. It was noted that only three employees under United contracts would qualify. The total projected cost, including FICA, is $1,318.71. Board members discussed the rationale of promoting fairness and consistency across employee groups while recognizing years of service. ACTION ITEMS Representative for Boone County Conference Board Weyhrich motioned to approve Director Toms to the Boone County Conference Board for FY26. Davis seconded. Motion carried 4-0. Education Support Personnel Salary Supplement (ESPSS) Bonus Weyhrich motioned to approve the distribution of the Education Support Personnel Salary Supplement as a bonus based on years of service at United CSD in the December payroll. Toms seconded. Motion carried 4-0. Staff Bonus for Non-ESSP and Non-Early Signing Bonus Eligible Employees Weyhrich motioned to approve a bonus based on years of service at United CSD to employee not eligible for the early signing bonus or Education Support Salary Supplement in the December payroll. Davis seconded. Motion carried 3-1. Affirmative Action Plan Toms motioned to approve the Affirmative Action Plan for 2025-2027. Weyhrich seconded. Motion carried 4-0. At-Risk/Dropout Prevention Plan Davis motioned to approve the At-Risk/Dropout Prevention Plan for 2025-2026. Toms seconded. Motion carried 4-0. Board Policy Updates – Second Reading Weyhrich motioned to approve the second reading and adoption of Iowa School Board Policies: 208, 208 R1, 401.01, 502.07, 507.05, and 710.1E1. Davis seconded. Motion carried 4-0. Board Policy Updates – First Reading of Updates Weyhrich motioned to approve the first reading of Exhibit 102.E(1), Exhibits 104.E (1-3) and Regulation 104.R(1). Toms seconded. Motion carried 4-0. Board Policies Review and Updates – 600 Series – First Reading Davis motioned to approve the first reading of the 600 Series. Weyhrich seconded. Motion carried 4-0. CONSENT AGENDA Toms motioned to approved Consent Agenda as presented. Davis seconded. Motion carried 4-0. Personnel Approved contract adjustment for Samatha Sager - Para Educator License - $0.50 pay increase; new hire Brooklyn Neiheisel - Preschool SPED Associate - $15.50/hr.; new re-hire Mackenzie Weyhrich - Preschool Associate - $15.00/hr. Meeting Minutes 10/20/2025 Regular Meeting 9/30/2025 Work Session Meeting Cooperative Agreement with Northwestern College: The Board approved the agreement allowing United to accept teacher education candidates for practicum, field experience, student teaching, and internship placements. BOARD TALKING POINTS The Board shared their excitement in attending the annual BoardCon conference at the Iowa Events Center in Des Moines this week. Members expressed appreciation for the strong attendance and support for Grandparents Day at United. It was also noted to consider honoring Veterans Day with a short program at United in 2026. ADJOURN There was no further business for consideration. Toms motioned to adjourn the meeting. Weyhrich seconded.
