NOTICE OF PUBLIC HEARING The Town Council of the Town of Duncan (the "Council"), which is the governing body of the Town of Duncan, South Carolina (the "Town"), is considering the enactment of an ordinance entitled "AN ORDINANCE OF THE TOWN OF DUNCAN, SOUTH CAROLINA, AMENDING THE INTERNATIONAL PROPERTY MAINTENANCE CODE ENFORCEMENT PROVISIONS AND OTHER MATTERS RELATED THERETO" (the "Ordinance"). As required by Section 5-7-280 and Section 6-1-330 of the Code of Laws of South Carolina 1976, as amended, you are advised of the following: 1. The Council will hold a public hearing (the "Hearing") on January 13, 2026 at 6:00 p.m. (or soon thereafter as the agenda permits). Subject to the terms of the agenda for such meeting and the procedures then in place by the Town. 2. The Hearing will be held in the Duncan Event Center at 121 S. Spencer Street, Duncan, SC 29334. Further information on the Hearing will be provided in the Town's agenda, which shall be publicly available no less than 24-hours in advance of the meeting on January 13, 2026. 3. The Council is considering whether to enact the Ordinance to amend Section 109.4 of the International Property Maintenance Code, 2021 Edition, (the "IPMC") to establish a clear and graduated penalty structure for convictions of violations of the IPMC and to clarify that each day of a continuing violation constitutes a separate offense.
