NOTICE TO CONTRACTORS AND CALL FOR BIDS FOR DISCOVERY OASIS, MAYO CLINIC, ARIZONA NONPROFIT CORPORATION PUBLIC INFRASTRUCTURE IMPROVMENTS Notice is hereby given that Mayo Clinic, Arizona nonprofit Corporation (Mayo) is soliciting sealed bids for construction of the Discovery Oasis project. The nature of the work to be performed under this project shall consist of furnishing all labor, materials and equipment required to construct the facilities and features called for by the contract documents. The type, purpose and location of the proposed project are generally described below and in more detail in the contract documents. The project is funded by Mayo and Mayo will procure these services in accordance with Arizona Revised Statute Title 34 – Public Buildings and Improvements, utilizing the DESIGN-BID-BUILD delivery method and selection process. The Discovery Oasis project includes the completion of the ultimate construction of Mayo Boulevard between 56th Street and 64th Street, with construction of portions of 56th Street and 64th Street, including but not limited to demolition of existing roadway structures including existing storm drain systems, relocation of existing street lights, construction and installation of new paving, sidewalks, medians, signing and striping, sewer mains, water mains, storm water systems, street lights, traffic signal, landscaping, dry utilities and underground fiber optic cable per the contract documents and the necessary City of Phoenix requirements for final acceptance. There will be a portion of work in the ADOT ROW therefore, the contractor will be required to coordinate and be knowledgeable with ADOT construction-related processes. A Pre-bid conference will be held and it is strongly recommended that interested firms have a representative attend the TEAMs pre-bid conference. Foursite will record the date and time each bid is received. Bids will not be accepted for consideration after the required time and date indicated. Any bid received after the date and specified time will be rejected. All bids shall be clearly marked, "Discovery Oasis Street Widening Infrastructure Improvements" and with the bidder's name, address, and email address on the cover page. Bids will be opened by Foursite at approximately 1:15PM on January 19, 2026. In addition, the bidder shall submit certified check, cashier's check or surety bond to the address below. All bids shall be submitted using the Mayo Bid Breakdown Form, Bid Proposal Form, and Unit Price Form (provided with the contract document request). GENERAL INFORMATION Bid results will be shared with bidders through the Notice of Award via email to the successful bidder and a Notice of Declination to the unsuccessful bidders. Each proposal shall be accompanied by a certified check, cashier's check or surety bond for ten (10) percent of the amount of the bid included in the proposal as a guarantee that the contractor will enter into a contract to perform the proposal in accordance with the plans and specifications. Notwithstanding any other statute, the surety bond shall be executed solely by a surety company or companies holding a certificate of authority to transact surety business in this state issued by the director of the department of insurance and financial institutions pursuant to title 20, chapter 2, article 1. The surety bond shall not be executed by an individual surety or sureties, even if the requirements of section 7-101 are satisfied. The certified check, cashier's check or surety bond shall be returned to the contractors whose proposals are not accepted, and to the successful contractor on the execution of a satisfactory bond and contract as provided in this article. The contractor shall deliver the certified check, cashier's check or surety bond to Foursite Consulting, 4650 E. Cotton Center Blvd, Suite 200 Phoenix, AZ 85040, Attention Michael Wechsler. Any certified check, cashier's check or surety bond received after the Bid Due Date noted above will result in the bid not being accepted for consideration and shall be returned to the bidder. By submitting a bid for this project, the bidder acknowledges that they have at a minimum met the requirements set forth in this solicitation for bid, the Invitation to Bid, including providing all the required documents, and Mayo's insurance requirements. The bidder must have current or recent experience in the last three years with the construction of offsite Right of Way infrastructure project scope exceeding $5,000,000 pursuant to A.R.S. Title 34. Mayo reserves the right to award the contract to the lowest responsible responsive bidder, or all bids will be rejected, as soon as practicable after the date of opening bids.
