Notice of Availability of the Final Short Form Environmental Assessment (EA) and Finding of No Significant Impact (FONSI) for the Land Release and Change in Use Requests at Lakewood Airport (N12)
This notice is to advise the public of the availability of the Final Short Form Environmental Assessment (EA) for the Land Release and Change in Use Requests at N12. The Federal Aviation Administration (FAA) has accepted the Final EA and issued a Finding of No Significant Impact (FONSI).
Under the proposed action, 59.80 acres of airport-property will be released for non-aeronautical use, and 8.30 acres of on-airport aeronautical land will be used for non-aeronautical purposes. The proposed project would facilitate the development of commercial uses within the 68.10-acre project area. The commercial facilities are anticipated to be fully developed and operated by private investors, through the sale of the 59.80-acre parcel and the long-term lease of the 8.30-acres, which is comprised of 2.28-acre and 6.02-acre parcels. The 59.80-acre parcel is proposed to be developed with a commercial business park consisting of approximately 15 buildings for commercial or light industrial use, along with 585 associated parking spaces. Additionally, two surface parking lots are proposed on the 2.28-acre and 6.02-acre parcels, and the construction of a new access road is proposed to provide connectivity between the development area and the existing roadway network.
The Final EA, dated November 24, 2025, analyzes and discloses the potential environmental impacts associated with implementation of the proposed action in compliance with the National Environmental Policy Act of 1969 (NEPA), as amended (42 U.S.C. § 4321 et seq.), and updates the Draft EA issued on July 11, 2025. The Final EA and FONSI document that the Proposed Action is consistent with FAA Order 1050.1F, Environmental Impacts: Policies and Procedures; Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions; FAA Environmental Desk Reference for Airport Actions (Oct 2007); Policy Regarding Processing Land Use Changes on Federally Acquired or Federally Conveyed Land, 88 Fed. Reg. 85474, 85474-79 (Dec. 8, 2023); and other applicable federal, state, county and local environmental laws and ordinances as appropriate. After thorough and careful consideration, the FAA determined that the Proposed Action will not significantly affect the quality of the human or natural environment or include any condition requiring consultation pursuant to Section 102(2)(C) of NEPA, and that an Environmental Impact Statement (EIS) is therefore not necessary.
