The City of Wausau has prepared an Environmental Assessment (EA) for the following project. The EA is on file at the address above and is available for public examination and copying. An electric version can also be viewed on the City of Wausau's website.
Project Name: 405 S 8th Avenue redevelopment project
Nature/Purpose of Project: 405 S 8th Avenue is the size of 4 city parcels. Marathon County previously owned the lot and used it as a parking lot for UW Marathon County students. This parking lot was deemed unnecessary to the County and offered it to the City of Wausau for redevelopment. The Community Development Authority (CDA), by the use of their Redevelopment Authority, purchased the lot and is working with the City's Development Department (CDD) and Community Development Block Grant (CDBG) funds (plus other funds) for the acquisition, parking lot demolition, site clean-up and redevelopment. The proposed redevelopment will be a five or six-unit apartment complex that will be made available to income qualified households. At the time of this review, the complex is planned for 3 one-bedroom units, 2 two-bedroom units, and 1 three-bedroom unit.
Location: The site is located at 405 S. 8th Avenue, Wausau.
Estimated Cost of Project: $1.5 M
The City of Wausau has determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and, accordingly, the City of Wausau has decided not to prepare an Environmental Impact State (EIS) under the National Environmental Policy Act of 1969 (PL 91-190).
The reason for such decision is: None of the federal and state agencies contacted noted any negative environmental concerns with the proposed new project as it is located in a developed urban area.
All agencies, groups or individuals disagreeing with this decision are invited to submit written comments to the above address. Such written comments should be received on or before November 26, 2025. All such comments will be considered, and the City of Wausau will not request the release of federal funds or begin the project prior to such date.
On or about December 1, 2025, the City of Wausau will request the U.S. Department of Housing and Urban Development, Milwaukee Field Office (HUD) to release Community Development Block Grant (CDBG) funds for this project.
The City of Wausau is certifying to HUD that it and its chief executive officer, in his official capacity as Mayor, consent to accept the jurisdiction of the federal courts if an action is brought to enforce environmental review responsibilities, decision-making, and action; and that these responsibilities have been satisfied. Upon certification, the City of Wausau may use the CDBG funds, and HUD will have satisfied its responsibilities under the National Environmental Policy Act of 1969. HUD will accept an objection to the release of funds and certification only if (a) the certification was not executed by the chief executive officer or other officer of the City of Wausau approved by HUD; or (b) the City of Wausau's EA indicates omissions of a required decision, finding, or step.
Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Milwaukee Field Office at MKE-ENV@hud.gov. Potential objectors should contact the HUD Milwaukee Field Office via email to verify the actual last day of the objection period.
Objections for reasons other than those stated above will not be considered by HUD. No objections received after December 16, 2025, will be considered by HUD.
