
Notification of Revision of Flood Hazard Information as part of the Swannanoa Floodbench and Constructed Wetlands Project
The Town of Black Mountain Floodplain Administrator, in accordance with National Flood Insurance Program regulation 65.7(b)(1), hereby gives notice of the Town's intent to revise the flood hazard information, generally located between US HWY 70 and NC 9 HWY along Flat Creek and the Swannanoa River. The flood hazard revisions are being proposed as part of The Swannanoa River Floodbench and Constructed Wetlands project along the Swannanoa River and Flat Creek. The Town is proposing to complete stream restoration to mitigate frequent flooding, reduce erosion and improve stability and function of the river and buffer areas. Once the project has been completed, a Letter of Map Revision (LOMR) request should be submitted that will, in part, revise the following flood hazards along The Swannanoa River and Flat Creek.
The floodway will be revised from approximately 550 feet upstream of culvert crossing under NC HWY-9 to the culvert crossing of Hemphill Rd along The Swannanoa River.The floodway will be revised from the confluence with the Swannanoa River to the culvert crossing of US HWY 70 along Flat Creek.Base Flood Elevations will decrease along both the Swannanoa River and Flat Creek.The Special Flood Hazard Area will increase/ decrease along both the Swannanoa River and Flat Creek.
