OFFICIAL PROCEEDINGS OF THE GREATER LAFOURCHE PORT COMMISSION
August 13, 2025
The Board of Commissioners of the Greater Lafourche Port Commission met in regular session on Wednesday, August 13, 2025 at 10:30AM at the Administration Office 16829 East Main Street, Cut Off, LA 70345.
President Melancon called the meeting to order. M. Callais recited an opening prayer and Secretary Cheramie called roll.
ATTENDED: Harris Cheramie Jr., Thomas Pitre III, Jimmy Lafont, Rodney Gisclair Sr., John Melancon, Jr., Reggie Ledet, Chad Callais, Mike Callais, and Kris Callais
ABSENT: None
Upon motion by Gisclair second by M. Callais, with no public comment, the board unanimously approved minutes for July 7, 2025 and July 9, 2025 meetings.
Executive Director's Report
Northern Expansion – Engineer John Plaisance reported Dynamic Group continues to drive concrete piles and pour concrete for deadman for the Slip D Bulkhead project.
Airport Projects – Davie Breaux reported aircraft operations for the month of July were 1766, with 9928 passengers, and 23,735 vehicles. Engineer Joe Picciola reported on the Airport Connector Road and Bridge project. Sealevel Construction continues to install signage and electrical work. The machinery continues to be slowly assembled offsite. Engineer John Plaisance reported B.E.T. Construction installed the roof trusses for the FBO Terminal. Engineer John Plaisance reported Volute has substantially completed the Fuel System Rehabilitation project with some punch list items remaining to be completed. Engineer John Plaisance reported Freetown Builders have erected the hangar building and doors and is currently working on the inside for the Airport Hangar Replacement.
Other Projects – Neil Angelette reported Rigid Constructors has completed breakwaters 12 thru 6 for the Fourchon Breakwater Repair project. The project is expected to be completed by next week. Engineer Neil Angelette reported Onshore Materials has delivered sand to the staging area and is mobilizing equipment to the staging site for the Fourchon Beach project. The contractor is waiting for FEMA's approval to issue the notice to proceed.
President Melancon opened the floor for any public comment. Lin Kiger thanked the Port Commission Board and Admiral Chett Chiasson for this year's 75th Golden Meadow – Fourchon Tarpon Rodeo and use of the Pavilion. He stated that since 2015 when the Chamber started hosting the rodeo, there has been $300,000 of scholarships presented. He also wanted to recognize Dustin Vegas Maintenance Supervisor for all his help for the rodeo. Chiasson congratulated the next 2026 Admiral Neil Angelette.
Committee Reports
Executive Committee - The committee met on July 23rd in Cut Off. Present were Lafont, Cheramie, M. Callais, with Melancon absent. They also met on August 11th in Cut Off. Present were Melancon, Lafont, M. Callais, with Cheramie absent.
Upon motion by Pitre second by Ledet, with no public comment, the board unanimously approved to return the previously donated property along Highway 3235 back to South Central Planning and Development.
Upon motion by C. Callais second by Cheramie, with no public comment, the board unanimously approved the assignment from Landrieu Concrete and Cement Industries, LLC ("LCCI") to Quikrete Construction Materials for site GLF110 and GLF110-1.
Upon motion by Cheramie second by M. Callais, with no public comment, the board unanimously approved the request from LLOG to renew the mooring dolphin lease for dolphins #25, #26, and #27.
Upon motion by C. Callais second by Pitre, with no public comment, the board unanimously approved the request from OEG Offshore to extend lease options for GLF195.
Permits & Waterways Committee - The committee met on July 23rd in Cut Off. Present were Cheramie and C. Callais, with Melancon and K. Callais absent. They also met on August 11th in Cut Off. Present were K. Callais, C. Callais, Melancon, with Cheramie absent.
Chairman K. Callais presented for the board's review the permits from Shell Pipeline Company and Louis Cheramie.
Construction & Development Committee - The committee met on July 23rd in Cut Off. Present were Ledet and Pitre, with Melancon and K. Callais absent. They also met on August 11th in Cut Off with all members present.
Upon motion by Ledet second by M. Callais, with no public comment, the board unanimously approved the Substantial Completion Certificate dated July 23, 2025 from Volute for the Fuel System Rehabilitation project.
Finance Committee - The committee met on July 23rd in Cut Off. Present were Gisclair, M. Callais, Pitre, with Melancon absent. They also met on August 11th in Cut Off with all members present.
Upon motion by Gisclair second by Ledet, with no public comment, the board approved payment of July 2025 invoices and recognized expenditures over $25,000 which total $4,394,683.68. The vote resulted in 8 yeas and 1 abstain by C. Callais.
Upon motion by Gisclair second by Pitre, with no public comment, the board unanimously approved July 2025 unaudited financial statements.
Upon motion by Gisclair second by M. Callais, with no public comment, the board unanimously approved the out-of-state travel requests from Luke Adams to attend the Patrol Tactics Instructor Course September 7th to 12th in Florida, Chett Chiasson to attend the Gastech Exhibition & Conference September 8th to 12th in Italy, Michael Kinler and Scott Bynum to attend the International Association of Chiefs of Police October 17th to 21st in Colorado, Chett Chiasson to attend the Gulf Ports Association Fall Meeting & Dredging Contractors/Corps Meeting November 4th to 6th in Texas, Luke Adams to attend the Advanced Law Enforcement Rapid Response Training Conference December 6th to 11th in Texas, Chett Chiasson and Board Members to attend LA Live Event & Washington Meetings January 27th to 31st in DC.
President Melancon opened the floor for any public comment. Chiasson stated we had a great turnout this past weekend at the CCA Legislators Rodeo meeting with several State Senators and Representatives.
Upon motion by Lafont second by Pitre, the meeting adjourned at 10:49AM.
