PUBLIC NOTICE FOR ENVIRONMENTAL ASSESSMENT
December 8, 2025, NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS, City of Woodfin, North Carolina To: All Interested Agencies, Groups, and Individuals RE: Finding of No Significant Impact on a proposed affordable housing development, the Rocky River Apartments, at 28-44 Reynolds Mountain Boulevard, Woodfin, North Carolina. This notice is to inform the public that The Town of Woodfin has completed an Environmental Assessment (EA) for the proposed Rocky River Apartments development and has determined that it will not have a significant impact on the human environment. Therefore, an Environmental Impact Statement (EIS) is not required. The project is being supported with federal funds from the U.S. Department of Housing and Urban Development (HUD) and is subject to the environmental review process under the National Environmental Policy Act of 1969 (NEPA) and HUD regulations in 24 CFR Part 58. Project Description: The proposed project site is an undeveloped 7.84-acre parcel located at 28-44 Reynolds Mountain Boulevard, Woodfin, North Carolina. The site is on the north side of Reynolds Mountain Boulevard and east of Interstate 26/US Highway 19. It is situated in the northern part of Woodfin, just north of Asheville, NC, in an area that is primarily residential, commercial, and recreational. The proposed development, known as the Rocky River Apartments, will be an affordable multi-family rental community. The project includes a 3-story/4-story split apartment building with 120 apartments, ranging from 1 to 4 bedrooms. This building will be constructed on the central portion of the property. The design includes tenant and guest parking on the east and west sides of the building, with access drives from Reynolds Mountain Boulevard. Site amenities will include a covered picnic area, a multi-purpose room, a playground, outdoor sitting areas, a fitness center, and a resident computer center. Landscaping will be installed around the apartment building and along the perimeter of the property. A stormwater detention basin is planned for the northwestern corner of the site, and a screened trash compactor, dumpsters, and recycling containers will be located in the southeastern portion of the property. Finding: The EA found that the project will not have a significant impact on the environment. The reasons for this finding include: The project will be constructed on land zoned for residential use.The project includes appropriate mitigation measures for stormwater management.The design incorporates landscaping and amenities to enhance the residential character of the area.All necessary permits and approvals from local and state agencies will be secured. The public is invited to submit written comments on the Finding of No Significant Impact. Comments must be received by December 23, 2025. The Town of Woodfin will submit the Request for Release of Funds to HUD to authorize the use of HUD funds for the project. The Town of Woodfin anticipates they will certify to HUD that the report has satisfied all the requirements of NEPA and HUD regulations and has consented to accept the jurisdiction of the federal courts if litigation ensues. HUD will consider this certification and will approve the release of funds. Objections to Release of Funds: HUD will consider an objection to the Release of Funds from an agency, group, or individual only if the objection is received by HUD within 15 days of the agency's or individual's receipt of the Request for Release of Funds.
