PUBLIC NOTICE – FY 2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) MS-500 Application Process & Local Competition Guidelines
Mississippi Housing Partnership (MHP), Lead Agency for the MS-500 Central MS CoC, announces the opening of the FY2025 HUD Continuum of Care Program Competition. The FY2025 NOFO, released Nov. 13, 2025, is available on the HUD Exchange. MHP will apply as Collaborative Applicant. Estimated funding: CoC Bonus $855,178; DV Bonus $427,589; Tier 1 $445,096; Tier 2 $2,321,323. Final amounts will be posted at centralmscoc.org. Eligible applicants: local governments, PHAs, and nonprofits with at least two years of 501(c)(3) status (for-profits not eligible).
New and renewal applicants must submit: eSnaps application (https://esnaps.hud.gov), current SAM registration, most recent audit (no unresolved findings), match documentation (25% minimum), 501(c)(3) and MS SOS registration, Housing First policies, HMIS/CE commitments, HUD Forms 2880/LLL, environmental review documents, monitoring results or certification, and financial records as applicable. Awardees must serve Hinds, Rankin, Madison, Copiah, and Warren Counties.
DEADLINE: One original and three hard copies due 12:00 p.m. CST, Dec. 12, 2025, delivered to: Mississippi Housing Partnership, Attn: Melvin C. Stamps, 1217 N West St, Jackson, MS 39202. Applications must also be entered in eSnaps by Dec. 12. Late applications will not be reviewed.
The CoC Scoring Committee will review and rank all applications. Ranking will be posted Dec. 19. Inclusion in the CoC application does not guarantee HUD funding; HUD makes final awards and may reduce or reject projects.
