Notice of Proposal to Issue UIC Class V Aquifer Storage and Recovery Permit
Opportunity for Public Hearing and Request for Public Comment
City of West Des Moines, Iowa
The U.S. Environmental Protection Agency (EPA) Region 7 is proposing to issue an Underground Injection Control (UIC) permit to the City of West Des Moines, Iowa, on December 19, 2025, under the authority of Part C of the Safe Drinking Water Act, 42 U.S.C. Section 300h, et seq., and regulations at 40 Code of Federal Regulations (CFR) Parts 124, 144, 146 and 147. The permit would allow for the injection of treated drinking water through a Class V aquifer storage and recovery well from their facility located in the city of West Des Moines, Dallas County, Iowa.
If issued, this permit would authorize for 5 years the operation of the injection well by the city as part of their aquifer storage and recovery operations at this site. The fluids injected would only consist of drinking water that has been treated to drinking water standards by West Des Moines Water Works. The fluids would be injected into the Cambrian-Ordovician Jordan Aquifer, which occurs at a depth of 2,700 feet at the facility. This injection interval is utilized by nine other permitted aquifer storage and recovery operations throughout Iowa, which have demonstrated it can successfully be used as a storage and recovery zone for drinking water.
The proposed permit specifies a maximum injection rate, maximum injection pressure, and maximum total volume stored for the well, which would prevent the movement of injection fluids or geologic formation fluids into any underground source of drinking water located above the injection zone.

The Administrative Record will remain open for public comment until December 19, 2025. Written comments must be submitted no later than that date to the EPA contact listed below.
A public hearing will be held if significant interest is expressed. Written requests for a public hearing should state the nature of the issues proposed, and must be submitted no later than December 19, 2025, to the EPA contact listed below.
