PUBLIC NOTICE
Notice is hereby given that Air Products Blue Energy LLC. has applied for a 401 Water Quality Certification to clear, grade, excavate, and place fill to construct a facility to produce low-carbon hydrogen and low-carbon ammonia on the bank of the Mississippi River off Highway 44 and Old Highway 22 near Burnside and Sorrento and south of Gonzales in Ascension Parish. In addition, a carbon dioxide pipeline, a hydrogen pipeline, and a natural gas pipeline will be constructed. The carbon dioxide pipeline will transport captured carbon dioxide from the production facility to a carbon sequestration site in Lake Maurepas and traverse Ascension, St. James, and St. John the Baptist Parishes. The hydrogen pipeline would transport hydrogen from the production facility to Air Products' existing pipeline network in Ascension Parish. The natural gas pipeline will begin at a tie-point approximately 5 miles north of Gramercy and will be located in St. John the Baptist and Tangipahoa Parishes. The natural gas pipeline will provide energy for the proposed sequestration facilities in Lake Maurepas. A carbon sequestration site will be constructed in Lake Maurepas in Livingston, Tangipahoa, and St. John the Baptist Parishes. Air Products plans to construct up to ten injection wells for permanent carbon dioxide sequestration. Deep monitoring wells would be installed in Lake Maurepas to manage the sequestration. Two above confining zone wells will be installed in Lake Maurepas for additional water sampling and monitoring and will be collocated with the deep monitoring wells. Additional infrastructure, including laydown yards and temporary workspaces, will also be constructed. Air Products Blue Energy, LLC is applying to the Louisiana Department of Environmental Quality, Office of Environmental Services for a Water Quality Certification in accordance with statutory authority contained in the LAC 33:IX. 1 507.A-E and provisions of Section 401 of the Clean Water Act.
