PUBLIC NOTICE
Russell Speeder's Car Wash of New Jersey, L.L.C. (the "Applicant") has filed an application for development with the Voorhees Township Planning Board ("Board") regarding real property located at 401 Haddonfield-Berlin Road and designated as block 139, lot 31 on the Voorhees municipal tax map. The Applicant seeks minor site plan approval from the Planning Board to add to the existing car wash a point of sale (POS) machine with a canopy, a digital menu board, and restriping for six (6) vacuuming and parking spaces, one (1) ADA parking stall, and one (1) employee parking spot. The Applicant also proposes to remove some stone and curbing, and install a raised concrete island with a greeter kiosk.
The Applicant seeks approval of the following variances under the municipal land use ordinance:
1. Ordinance Section 150.15(H)(1)(b) permits one freestanding sign per public street frontage for developments with 100 ft. of frontage. The ordinance further limits sign area to 0.5 sf per linear feet of building frontage, with a maximum of 75 sf. Based on the proposed 55.33 linear feet of building frontage, the maximum permitted sign area is 27.65 sf. The Applicant proposes a sign area of 60.38 sf, along with an additional electronic message cabinet measuring 30.68 sf, for a combined total of 91.06 sf.
2. Ordinance Section 150.15(E)(6) states that directional signage may not exceed 3 sf in area per sign and shall not include company logos or other advertising information. The Applicant proposes a directional signage with an arrow of 3.89 sf.
3. Ordinance Section 150.15(E)(6) states that directional signs shall not include company logos. Applicant proposes two (2) directional signs contain the company's logo.
4. Ordinance Section 150.15(E)(7) states that freestanding signs shall not be located within 10 ft of the right-of-way. The Applicant proposes directional freestanding signage, which will be approximately 1.75 ft from the right-of-way and freestanding pylon signage which will be approximately 1 ft from the right-of-way
5. Ordinance Section 152.085(C)(2) requires a minimum rear yard setback of 100 ft. The existing rear yard setback is 60.28 ft. No change is proposed. Existing nonconformity;
6. Ordinance Section 152.085(C)(1) requires a minimum front yard setback of 100 ft. The existing rear yard setback is 79.67 ft. No change is proposed. Existing nonconformity;
7. Ordinance Section 152.085(C)(3)(b) requires a minimum side yard setback (for nonresidential properties) of 15 ft. The existing side yard setback is 9.99 ft. No change is proposed. Existing nonconformity;
8. Ordinance Section 152.085(C)(2)(a) requires a minimum buffer to residential property of 50 ft. The current buffer is 25 ft. No change is proposed. Existing nonconformity;
9. Ordinance Section 152.085(D) requires a minimum landscape buffer to residential property of 50 ft. The current landscape buffer is 25 ft. No change is proposed. Existing nonconformity;
10. Ordinance Section 152.085(F) permits a maximum impervious coverage of 60% permitted. The existing impervious coverage is 68.49%. No change is proposed. Existing nonconformity;
11. Ordinance Section 152.085(I)(2) requires a minimum parking setback of 15 ft. The current parking setback is 10 ft. No change is proposed. Existing nonconformity;
12. Ordinance Section 150.16(A) requires a minimum of 6 parking stalls for self-service car washes. The Applicant proposes 1 parking stall; and
13. Ordinance Section 150.16(A) requires a minimum of 10 parking stalls per vehicle washing bay for full-service car washes. The Applicant proposes 1 washing bay and therefore 10 parking stalls are required. The Applicant proposes 1 parking stall, as well as 7 vacuum stalls.
The Applicant also requests any additional variances, submission waivers, additional exceptions, design waivers, de minimis exceptions, interpretations, modifications of conditions of prior approvals, continuation of any preexisting non-conforming conditions, conditional use approval, other approvals reflected on the plans (as same may be further amended or revised from time to time without further notice) as may be determined to be necessary during the review and processing of the application by the Board and its professional staff, and permits requested or required by the Board at the public hearing.
This application shall be considered by the Board on May 13, 2026 at 7:00 p.m. (caucus at 6:45 p.m.) in-person in the Voorhees Township Town Hall, Courtroom, 2400 Voorhees Town Center, Voorhees, New Jersey 08043, at which time you may appear either in person or through an attorney and present any objection that you may have to the granting of this application. A copy of the application and supporting documentation is on file in the Board's office in the Voorhees Township Town Hall, 2400 Voorhees Town Center, Voorhees, New Jersey 08043 and is available for public inspection during regular business hours.
