REQUEST FOR QUALIFICATIONS
INNOVATION PARK INFRASTRUCTURE IMPROVEMENTS BOT PROGRAM
TOWN OF PLAINFIELD, INDIANA
I. PROJECT INTRODUCTION
In accordance with IC 5-23-5, the Town of Plainfield invites any and all qualified parties to submit Proposals including a Statement of Qualifications to collaborate during design development and construction drawing preparation to develop, construct, operate, and maintain improvements to its public infrastructure including roadway and stormwater improvements, water system improvements, and wastewater system improvements.
At the sole discretion of the Owner, these improvements may be constructed in phases by one or more Developers. The selection of a Developer or Developers may apply to both the initial phase and future phases of the BOT Program.
Phases of the program may include, but not be limited to, construction of roadways, stormwater infrastructure, water distribution improvements, and wastewater collections system improvements.
II. PROJECT SCOPE
Additional details of the program are provided in the Guidance Document.
III. PROPOSAL EVALUATION
The Town of Plainfield will form a committee to review the Statement of Qualifications received. The criteria that will be utilized in evaluating are as follows:

Project Implementation (35 points)
Financial Approach (20 points)
IV. PROPOSALS
Please respond to the following requests:
Contact Owner's representative via email to obtain the Guidance Document that outlines additional pertinent project information.
Identify at least three (3) similar projects you have constructed. Include names, telephone numbers and addresses to be used as references relative to the listed projects.
A proposed schedule for the project, including proposed dates to close on financing, to start and complete construction, and to convey the structures to the Town of Plainfield or its assigns.
A description of the project team including the project lead, management team and construction team.
The scoping process may have a duration of two to three months. Please identify fees, if any, that may be requested during this process.
V. GENERAL CONDITIONS

The Town of Plainfield reserves the right to reject any and all submittals at its sole discretion.
The Town of Plainfield does not require the offeror to submit a certified check or other evidence of financial responsibility with the proposal.
All offerors will be accorded fair and equal treatment with respect to any opportunity for discussion and revision of proposals.
The Town of Plainfield may enter into discussions with the offerors for the purpose of clarification to assure full understanding of and responsiveness to the solicitation requirements.
The Town of Plainfield may refuse to disclose the contents of the Proposals during discussions with eligible offerors.
Proposing firms shall not contact the Town of Plainfield, Town Council Members or any staff member or official of the Town of Plainfield regarding the project or RFQ. All correspondence and questions for this RFQ should be handled through the Owner's Representative. The Owner's Representative for this project is:

The Town of Plainfield reserves the right to enter into a Scoping Agreement with an offeror for preliminary design collaboration services prior to The Town of Plainfield agreeing to move forward with the project. After the Scoping Period, the Town of Plainfield shall either make a recommendation to award the public-private agreement to an offeror, engage another proposer, or terminate the request for proposals process.
If a recommendation to award the public-private agreement is made, the Town of Plainfield will schedule a public hearing on the recommendation and publish notice of the public hearing at least seven days in advance and in accordance with Indiana Code § 5-3-1 and § 5-23-5-9.
The Town of Plainfield will follow all other procedures and regulations as written in Indiana Code § 5-23-5 et seq., which are not otherwise expressly written herein.
A Pre-Response Meeting will be held at the Plainfield Government Center, 206 West Main Street, Plainfield, Indiana 46168, at 9:00 a.m. local time on May 1, 2026.
Submittal: An electronic multi-page portable document format, PDF, of the Offeror's Proposal including a Statement of Qualifications, shall be emailed to the Owner's Representative on or before 10:00 a.m. local time on May 15, 2026.
