CALL TO ORDER
The Adel City Council met in regular session at the Community Room in the Adel Public Library, 303 S. 10th Street, Adel, Iowa on Tuesday, February 10, 2026. At 6:00 p.m., Mayor Crannell called the meeting to order.
ROLL CALL
The following Council Members answered roll: Ockerman, Trout, McAdon, West, and Hawkins.
Staff Present: City Administrator Vick, Deputy City Administrator/Finance Director Sandquist, City Clerk Erickson, City Attorney Stone, Police Chief Book, Public Works Director Overton, Community Development Director Nichols, Parks & Recreation Director Schenck, and Fire Chief Nemechek.

Motion by Ockerman, seconded by Trout, to approve the agenda.

REPORTS
4.a. Adel Historic Preservation Commission's Annual Report - Rich Hughes, Commission Member
Rich Hughes, Adel Historic Preservation Commission member gave an update on what the Historic Preservation Commission is working on for the coming year.
4.b. Quarterly Report from the Adel Chamber of Commerce President, Erin Milroy
Erin Milroy, Adel Chamber of Commerce President, updated the Council on successes of Hometown Holiday and ongoing discussions with developers.
4.c. Presentation of Fire Department Budget - Braden Nemechek
Braden Nemechek, Fire Chief, outlined capital projects expected for the fire department for the next fiscal year.
4.d. Annual Update from Ankeny Sanitation - Dave Massey
Dave Massey, Ankeny Sanitation reported on the tonnage of trash and recycling collected in the community.

7.a. Consider Approval of Request for Donation from the City of Adel for a Memorial for Fallen Law
Enforcement Officers on the Raccoon River Valley Trail - Dallas County Sheriff Adam Infante
Motion by Ockerman, seconded by Trout, to commit $10,000 per year for the next two years towards the
Ride the Thin Blue Line memorial project, contingent on the project receiving the rest of their requested
funds.
Roll: Ayes - Ockerman, West, Trout and Hawkins. Nays - McAdon. Motion Carried.
7.b. Consider Approval of Resolution No. 26-26, Approving an Engagement Agreement with Ahlers &
Cooney, P.C. for Bond Counsel
Motion by West, seconded by Ockerman, to approve Resolution No. 26-26.

7.c. Consider Approval of Resolution No. 26- 27, Fixing Date for A Meeting on the Authorization of a Loan
Agreement and the Issuance of Not to Exceed $5,100,000 General Obligation Capital Loan Notes of the City of
Adel, State of Iowa (For Essential Corporate Services), and Providing for Publication of Notice Thereof
Motion by West, seconded by Trout, to approve Resolution No. 26-27.

7.d. Consider Approval of Resolution No. 26-28, Receiving and Approving Pre-Annexation Agreement
with Stephen B. Rinderknecht and Danette L. Rinderknecht Concerning the Proposed Voluntary Annexation
of Certain Land to the City of Adel, Iowa
Motion by Ockerman, seconded by West, to approve Resolution No. 26-28.
Roll: Ayes - Unanimous. Motion Carried.
7.e. Consider Approval of Resolution No. 26 -29, Receiving and Approving Pre-Annexation Agreement with
Grace Lutheran Church of Adel, Iowa Concerning the Proposed Voluntary Annexation of Certain Land to the
City of Adel, Iowa
Motion by Hawkins, seconded by West, to approve Resolution No. 26-29.
Roll: Ayes - Unanimous. Motion Carried.
7.f. Consider Approval of Resolution No. 26-30, Repealing and Replacing Resolution No. 26-17, Receiving and
Approving Pre-Annexation Agreement for Property Owned by Marco Properties, LLC
Motion by West, seconded by Hawkins, to approve Resolution No. 26-30.
Roll: Ayes - Unanimous. Motion Carried.
7.g. Consider Approval of Resolution No. 26-31, Approving an Intergovernmental Agreement Between
Dallas County and the City of Adel for the 288th Trail Base Stabilization and Paving Project
Motion by Trout, seconded by McAdon, to approve Resolution No. 26-31.
Roll: Ayes - McAdon, West, Trout and Hawkins. Nays - Ockerman.
7.h. Consider Approval of Resolution No. 26-32, A Resolution Updating FY2025-2026 Fees for Services –
Aquatic Center Rates and Season Pass Structure
Motion by West, seconded by Hawkins, to approve Resolution No. 26-32.

7.i. Consider Approval of Setting a Public Hearing for Proposed Property Tax Amounts and New Taxpayer

7.j. Consider Approval of Resolution No. 26-33, Setting Time and Place of Consultation, Directing Mailing of
Notice of Consultation, Setting Date of Public Hearing, Directing Publication of Notice, and Directing the
Mailing of Notice of Hearing on Proposed Voluntary Annexation for Which 80% or More Owners Request
