Adel City Council May 12, 2026 - Meeting Minutes CALL TO ORDER The Adel City Council met in regular session at the Community Room in the Adel Public Library, 303 S. 10th Street, Adel, Iowa on Tuesday, May 12, 2026. At 6:00 p.m., Mayor Crannell called the meeting to order. ROLL CALL The following Council Members answered roll: Ockerman, Trout, McAdon, West, and Hawkins. Staff Present: City Administrator Vick, Deputy City Administrator/Finance Director Sandquist, City Clerk Erickson, Public Works Director Overton, Police Chief Book, Library Director Jayne, Parks & Recreation Director Schenck, Fire Chief Nemechek, Firefighter Smith, Firefighter Garrett, Firefighter Osborn, and Firefighter Peters. APPROVAL OF THE AGENDA Motion by Ockerman, seconded by Hawkins, to approve the agenda. Roll: Ayes - Unanimous. Motion Carried. PUBLIC HEARING 4.a. Public Hearing for the Fiscal Year 2025-2026 Budget Amendments Motion by West, seconded by Trout, to open the public hearing at 6:01 p.m. Roll: Ayes - Unanimous. Motion Carried. Sandquist reviewed the proposed budget amendments. Motion by McAdon, seconded by Ockerman, to close the public hearing at 6:05 p.m. Roll: Ayes - Unanimous. Motion Carried. COMMENTS FROM THE PUBLIC Natalie Del Vecchio, 6565 Wistful Vista Drive, West Des Moines, from the Dallas County Health Department, presented information to the Council about a walking group called "Hitting the Bricks" that will be starting in June. Consider Approval of Mayor Board and Commission Appointments: Historic Preservation Commission - One Opening Motion by West, seconded by Trout, to appoint David Sande to the Historic Preservation Commission. Consider Approval of Resolution No. 26-59, Appointing Paying Agent, Note Registrar, and Transfer Agent, Approving the Paying Agent and Note Registrar and Transfer Agent Agreement and Authorizing the Execution of the Agreement Motion by Hawkins, seconded by West, to approve Resolution No. 26-59. Roll: Ayes - Unanimous. Motion Carried. 7.c. Consider Approval of Resolution No. 26-60, Approving and Authorizing a Form of Loan Agreement and Authorizing and Providing for the Issuance, and Levying a Tax to Pay the Notes; Approval of the Tax Exemption Certificate and Continuing Disclosure Certificate Motion by Hawkins, seconded by McAdon, to approve Resolution No. 26-60. Consider Approval of Ordinance No. 434, Amending Water Rates - Second Reading Motion by Trout, seconded by McAdon, to approve the second reading of Ordinance No. 434. Roll: Ayes - Ockerman, McAdon, West and Trout. Nays - Hawkins. Motion Carried. Motion by Ockerman, seconded by Trout, to waive the third reading and adopt Ordinance No. 434. Roll: Ayes - Ockerman, McAdon, West and Trout. Nays - Hawkins. Motion Carried. 7.e. Consider Approval of Ordinance No. 435, Amending Sewer Rates - Second Reading Motion by Ockerman, seconded by McAdon, to approve the second reading of Ordinance No. 435. Roll: Ayes - Ockerman, McAdon, West and Trout. Nays - Hawkins. Motion Carried. Motion by Ockerman, seconded by Trout, to waive the third reading and adopt Ordinance No. 435. Consider Approval of Ordinance No. 436, Adjusting Storm Water Rates - Second Reading Motion by Ockerman, seconded by Hawkins, to approve the second reading of Ordinance No. 436. Roll: Ayes - Unanimous. Motion Carried. Motion by Ockerman, seconded by Trout, to waive the third reading and adopt Ordinance No. 436. Roll: Ayes - Unanimous. Motion Carried. 7.g. Consider Approval of Ordinance No. 437, Amending the Zoning Ordinance by Changing the Zoning Classification of 24768 Highway 6 from R-1 (Single Family Residential) to C-3 (Highway Commercial) - Third Reading Motion by West, seconded by Ockerman, to approve the third reading and adopt Ordinance No. 437. Roll: Ayes - Unanimous. Motion Carried. 7.h. Consider Approval of Ordinance No. 438, Vacating Two Alleys Located Within Blocks 37 and 38 of the East Addition to Adel, Dallas County, Iowa - Second Reading Motion by Hawkins, seconded by Trout, to approve the second reading of Ordinance No. 438. Roll: Ayes - Unanimous. Motion Carried. Motion by Ockerman, seconded by Hawkins, to waive the third reading and adopt Ordinance No. 438. Roll: Ayes - Unanimous. Motion Carried. 7.i.
